Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

Place of work - Kyiv

Overall Objective

Under the direct supervision of Security and Access Coordinator and technical supervision, Roving Security and Access Manager will be based in Kyiv and will be responsible and accountable for the execution of the day-to-day security functions for PUI’s coordination office in Kyiv, and other offices based in Ukraine. S/he provides the Bases security management team with consistent, in-depth safety and security updates, conducts security risk assessments for program sites and routes, and helps ensure safety and security of the PUI Ukraine personnel, premises and assets.

Tasks and Responsibilities 

- Security management system: 

S/he assists and advises on security operations ensuring that security procedures are implemented and followed as per the Country and Field Office Security Rules and Standard Operating Procedures (SOPs). 

- Program implementation: 

S/he implements and updates the Security Management System through safety & security awareness, security briefings and sensitization of the personnel to identified risks. 

- Managing security incidents: 

S/he helps provide a timely and coherent response to incidents affecting PUI personnel, premises, and assets. 

- External coordination and representation: 

S/he develops and maintains sustainable relations with various Ukrainian security actors and security focal points in other humanitarian organizations. 


Specific Objectives and Linked Activities 

1. ASSIST AND ADVISE ON DEVELOPING AND MAINTAINING THE MISSION SECURITY DOCUMENTS, INCLUDING SECURITY RISK ASSESSMENTS (SRAs), SECURITY RULES AND CONTINGENCY PLANS. 

  • Conduct security assessments and threat analysis as required, and where necessary provide feedback on proposed mitigation strategies for local specific threats. 
  • Report to the Security Coordinator to ensure that all relevant security information is disseminated in a timely manner to the appropriate offices, their personnel and other stakeholders as required. 
  • Support Field Office teams in developing and implementation of an effective security plan to support operations. Be able to provide meaningful inputs to a security plan to support all projects and activities within the Area of Operations. 
  • Assist in the design and implementation of project related security strategies, security policies/standards and establishes a concrete course of action for their implementation and review.
  • Update on a regular basis basic information in SOPs and security rules (ex: change of telephone numbers, name of focal points, addresses, etc.). Submit the updated information to Security Coordinator. 

2. IMPLEMENT AND UPDATE THE SECURITY MANAGEMENT SYSTEM THROUGH SAFETY AND SECURITY AWARENESS, SECURITY BRIEFINGS AND SENSITIZATION OF PERSONNEL TO IDENTIFIED RISKS 

  • Monitor the security situation in the Area of Operation. Collect, analyze and provide information on safety/security-related developments in the region. 
  • Maintain close links with Logistics, Program Implementation, and other key stakeholders at the Coordination office to ensure that all projects are implemented with the highest degree of staff safety and security.  
  • Manage administrative and logistic issues related to mission safety and security programs/ procedures, as required and in coordination with the Administration/Finance in the coordination Office. 
  • Provide direction and inputs to program implementation staff on security issues as needed, including travel briefings and area-based risk details. 
  • Provide briefings on security rules and SOPs for the Kyiv Office to newcomers. Ensure that staff members are familiar with and understand the rules. 
  • In coordination with the Security Coordinator, conduct safety/security drills at the Field Office(s) and coordination. 

3. MANAGE SECURITY INCIDENTS 

  • Support the Field coordinators in managing security/safety incidents affecting Field Office personnel, premises and assets and provide a timely and coherent response to such incidents as they arise.  
  • Follow up on security incidents as directed and ensure incidents are reported to Security Coordinator.  
  • Submit incident reports.  
  • Assist in security investigations as and when required by Security Coordinator.

4. DEVELOP AND MAINTAIN LIAISON WITH UKRAINIAN SECURITY ACTORS AND SECURITY FOCAL POINTS IN OTHER HUMANITARIAN ORGANIZATIONS 

  • Develop, build, and constantly maintain a network of interlocutors within the Ukrainian security actors (military, police etc.). 
  • Develop, build, and constantly maintain a network with security focal points in the UN agencies, NGOs, and other external actors to gain security information and analysis in the region. 
  • Performs other duties as assigned by the Security Coordinator for all issues related to the safety and security of PUI personnel, premises, and assets.


Qualifications and Requirements

  • Minimum bachelor’s degree in political sciences, Law, Security management or other related fields. 
  • At least 3 (three) years of relevant professional experience in security management, law enforcement, military affairs, or academic research with focus on security management. Previous experience of working in an NGO sector is an asset.  
  • Professional working knowledge of English.  
  • Native Ukrainian/Russian speaker. Must be a Ukrainian citizen.  
  • Excellent skills in information collection and analysis procedures with a view to recognizing potential threats and dangers.  
  • Good writing skills. Experience in drafting incident or analytical reports is an asset. 
  • An ability to exercise sound and strong management skills in times of crisis and emergencies.  
  • Excellent planning and organizational skills.  
  • Computer literate with practical experience with Microsoft applications.
