Night Watch Security Officer

Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

OVERALL OBJECTIVE:

Under the direct supervision of Field Coordinator and technical supervision of the Security and Access Coordinator, Night watch Security Officer one (1) will be based in Dnipro and one (1) in  Kharkiv and one (1) in Kiev  and will be responsible and accountable for the execution of the day-to-day security Monitoring for PUI’s field office in Dnipro and Kharkiv and Kiev. S/he provides a night security analysis of threats for each base and provide security managers with the elements for triggering security level.

TASKS AND RESPONSIBILITIES:

• Security Monitoring: “Night Watch” system is defined as a security measure used to ensure personnel security and situational awareness during the ongoing missile/drone attacks or the heightened risk of such attacks during the night-time.
• Security Advisory: S/he updates the Field Coordinator in case of identification of threat in the area. 
• Security incidents: S/he helps provide a timely and coherent Analysis to incidents.

Specific Objectives and Linked Activities:

Objective 1: Ensure a security watch during night of the country using an effective information feedback mechanism.

• Collect information using various sources and cross check any unconfirmed information (Telegram groups, internet sources, applications, any other influent groups…)
• Identify and analyse all sources of information (political, military, humanitarian, …) allowing a better analysis of the security situation. 
• Ensure a media and social media check to collect information.
• Night shift security monitoring officers must stay alert and vigilant throughout their shift. This includes actively monitoring, staying aware of any potential risk, and promptly alerting the Field coordinator to any signs of potential security risk.

Objective 2: Ensure communication with Field coordinators in country in application of the indicators for triggering risks mitigation measures. 

• Share relevant security information with security focal point and WhatsApp group dedicated.
• In case of an increase of the threat, inform/call the security focal point and support the security focal point in the security decision.
• Provide any relevant information to reduced risks during the shift.

Objective 3: Ensure daily report and weekly sitrep on night incident report.

• Collect information during night shift with timeline report activities.
• Provide a daily security report with incidents and alarms during the night shift.
• Participate to the regular updating of On Call security tools.
• Minimum bachelor’s degree in data Analysis, communication, or other related fields.
• At least one  years of relevant professional experience in security management, law-enforcement, military affairs.
• Previous experience of working in an NGO sector is an asset.
• Professional working knowledge of English.
• Native Ukrainian/Russian speaker. Must be a Ukrainian citizen.
• Excellent skills in information collection and analysis procedures with a view to recognizing potential threats and dangers.
• Ability to work Night Shift (from @hr co.) 
• Good writing skills. Experience in drafting incident or analytical reports is an asset.
• An ability to exercise sound and strong management skills in times of crisis and emergencies.
• Computer literate with practical experience with Microsoft applications.
