 Annex 2 - TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: National Information Management and Geographic Information System Consultant

  1. Duty Station of the Consultancy: Kyiv, Ukraine 
  2. Duration of Consultancy: 6 months, with possibility of extension pending available funds and satisfactory job performance.
  3. Nature of the consultancy:Category A Consultancy

Under the overall supervision the Chief of Mission and the Programme Manager (DTM) and the direct supervision of the Information Management and Geographic Information System (GIS) Officer (DTM); the National Information Management and Geographic Information System Consultant will support the development and maintenance  of the unit geodatabases and related application systems for data collected through the Displacement Tracking Matrix (DTM) assessments in Ukraine.

  1. Project Context and Scope:

Nine years Russia’s war on Ukraine caused the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. Since significant escalation in violence in February 2022, damages are now spread country-wide, while internal displacement has reached approximately 5.35 million. This is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context requiring urgent support in the assessment and reporting of displacement and multi-sectoral conditions across the country.

  1. Organizational Department / Unit to which the Consultant is contributing:

Response, Resilience and Recovery, Data and Analytics Unit.

  1. Category A Consultants: Tasks to be performed under this contract:
  2. Support the timely preparation, maintenance, and provision of geographic information and maps for the Data and Analytics unit, utilizing GIS software and related equipment.
  3. Participate in the collection, processing, and evaluation of geographic data, including vector, raster, and thematic data. Create large-scale operation maps and small-scale briefing/report maps on a monthly bases for three assessment and for a quarterly bases for one assessment.
  4. Provide mapping and visualisation support for ad-hoc requests of emergency and non emergency nature.
  5. Assist in archiving the unit's geographic data recources and maintenance of the geo-database  for all the assessments.
  6. Analyze spatial data for geographic statistics to be incorporated into documents and reports.
  7. Update GIS and other information systems and assessment databases, ensuring accurate representation of spatial features with the most updated common operation datasets (CODs).
  8. Assist in developing, quality controlling, and reproducing products in appropriate formats in englisha and Ukrainian languages to support the reporting team across four assessments.
  9. Perform such other duties as may be assigned.
  10. Performance indicators for the evaluation of results

The performance of the IM and GIS Consultant can be assessed using several key performance indicators:

  1. Management and archiving of spatial data: Implement a structured archiving system to ensure integrity and accessibility of spatial data. This will be measured through a regular evaluation of the unit’s data and analytics geodatabases on a monthly basis through out the consultancy duration (6 months) to assess their structure and ensure timely updates.
  2. Enhancing Process flow: The consultant will work closely with database developers to define the required mapping and reporting database views, aiming to improve the operational efficiency between the GIS system and SQL databases for two assessments
  3. Alignment with IOM DTM Mapping Guidelines: The alignment of all GIS products will be reviewed against IOM DTM mapping and cartographic guidelines. This will be evaluated on a monthly basis for all the unit outpusts.
  4. Education, Experience and/or skills required

Education:

  • High school diploma/certificate with seven years of relevant experience.
  • Or Bechelor’s Degree or equivalent in Information Management, Computer Science, Geographic Information and Remote Sensing Systems or any related fields from an accredited academic institution with one year of relevan professional experience. 

Experience:

  • Experience in humanitarian emergencies is highly desirable.
  • Experience in the development and implementation of field based assessments and information management activities.
  • Working experience in geographic information systems, geographic/terrain analysis, web-based GIS, and ifo-graphic design.

Technical skills:

  • Proficiency in Geographic information system software (ArcGIS or equivalent), proficiency in open source Geographic information system software (QGIS), proficiency in web-based GIS is an advantage,
  • Proficiency in Adobe Crearive cloud Suit (illustrator, Photoshop, InDesign), Microsoft Office (Word, Excel, PowerPoint, Publisher).
  • Proficiency in data analysis and visualization tools such as Ms power bi, tablue is an advantage.
  • Proficiency in online data collection tools (KOBO, ODK) is an advantage.
