National Security Officer

Under the direct supervision of the Chief of Mission, the successful candidate will assist in the safety/security management of IOM staff and IOM Ukraine operations. He/she will implement appropriate procedures that will effectively address staff safety and the protection of IOM Ukraine assets.

Core Functions / Responsibilities:

  1. Collaborate, coordinate and maintain networks with other international organizations, government security services and agencies working in the security management field, ensure appropriate lines of communications relating to all aspects of staff safety and security related to the IOM Ukraine Programme are established and well maintained.
  2. Assist in conducting facilities and operational safety/security threats assessments/evaluations and provide recommendations, in coordination with the Mission's Operations team, UNDSS, and SSU Operations Centre. Provide relevant technical analysis on potential threats/risks to staff/IOM programmes and ensure that appropriate safety/security information is disseminated to staff.
  3. Develop a comprehensive working knowledge of the IOM-UNDSS Memorandum of Understanding (MOU) related to various security protocols, including the Minimum Operating Security Standards (MOSS), Minimum Operating Residence Security Standards (MORSS), UNDSS Mission Security Risk Assessments (SRAs) and the UNDSS Field Security Handbook.
  4. Monitor the level of MOSS and MORSS compliance and report all non-compliance findings.
  5. Provide safety/security briefing in IOM Ukraine. Perform other related duties as required to effectively address the safety/security of IOM Personnel and mitigate threats/risks related to the IOM Ukraine operations.
  6. Conduct emergency exercises to ensure that staff are following established security procedures, and provide relevant trainings and refresher trainings to ensure staff members are fully aware of security procedures in the field.
  7. Provide recommendations on the IOM Ukraine Emergency/Contingency Plans (such as operations and medical evacuation, Business Continuity Plan (BCP), and emergency communications systems), in coordination with the COM, SRMO and Senior Management. This includes ensuring that warden system is in place and tested.
  8. Review staff movements tracking system and accommodations security procedures. Maintain accurate staff roster/list.
  9. Provide guidance on security incidents. Ensure that safety/security incidents are promptly reported to the local and/or national authorities, UNDSS and IOM SSU.
  10. Assess relevant host-country security services to IOM Ukraine operations.
  11. Assess local community acceptance towards IOM Ukraine work in the area and suggest potential partnerships with the community to reduce tensions and improve acceptance IOM operations particularly on the safety/security concerns affecting IOM personnel.
  12. Conduct investigations on all deaths and all accidents and incidents in which mission personnel have been victims of crime. Follow up on all arrest IOM personnel or suspected breaches of the IOM Code of Conduct.
  13. Evaluate effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans.
  14. Work closely with IOM Ukraine Procurement Unit on the identification and procurement of security-related equipment/supplies.
  15. Organize and deliver training courses on security awareness and preparedness.
  16. Keep track of all security equipment as per IOM procedure.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience


  • Bachelor's Degree or equivalent from an accredited academic institution in Security Management/Social Sciences and or extensive Military experience, Law Enforcement, Disaster (Risk) Management, International Studies, Communications and related disciplines or an equivalent combination of relevant training and experience with two years of work experience in security management systems, law enforcement and military disciplines; OR
  • Master's Degree in one of the above fields.


· Experience in United Nations missions, international peacekeeping, emergency humanitarian operations, strategic security planning, security training and operational security management with national security agencies, private companies or international organizations is highly desirable, preferably with international experience.

· Two years of work experience in security management systems, law enforcement and military disciplines


Fluency in English, Ukrainian and Russian is required.
