Annex 2 - TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF:  Local Data Mapping, Analysis and Uptake Consultant (multiple positions)- 3 positions 

1. Duty Station of the Consultancy: Kyiv, Ukraine (home-based)
2. Duration of Consultancy: 1 June 2024 – 31 August 2024, with possibility of extension subject to availability of funds and satisfactory job performance.
3. Nature of the consultancy: Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit, the Consultant will conduct stakeholder analysis in relation to the processes of local data generation, data storage and use and provide recommendations which will contribute to evidence-based programming, improvement of local data quality and their successful uptake by conflict-affected communities for inclusive and data driven recovery.
4. Project Context and Scope:

Ten years since the onset of hostilities in the country, Ukraine continues to deal with the major complexities that characterize its dynamic path towards nation-wide socio-economic recovery and decentralization. Since the escalation of war in 2022, it has been apparent that the capacities of local administrations to assess and address the critical needs of their communities vary but are frequently insufficient. The ambitious process of locally-driven and locally-led recovery therefore needs support at the hromada level, in order to promote inclusive governance and evidence-based decision making, including for the targeting of interventions.

In an effort to support hromada-driven recovery processes that strengthen resilience and promote durable solutions for conflict-affected communities in Ukraine, IOM is conducting trainings on quantitative and qualitative research methods, evidence-based situation analysis, participatory planning and various cross-cutting themes, including gender equality and disability inclusion. The Consultant will be responsible for conducting mapping exercises in numerous hromadas in order to identify potential participants for trainings as well as mapping of locally relevant sources of administrative and operational data which can be used for continuous situation monitoring by partner hromadas. This will involve direct engagement with local actors and potential partners through meetings and interviews, in order to build a “profile of local stakeholders” for each hromada in which IOM projects are operating.

A central purpose of the mapping exercise is to support local engagement based upon strengthening community recovery planning and participation in inter-agency frameworks for promoting durable solutions at the local level, in accordance with the regional strategy and priorities of the Government of Ukraine. This will also strengthen the collection, sharing, analysis and uptake of local statistics, that are collected to support the needs of multiple actors: including national, regional and local government authorities, as well as humanitarian actors.

2. Category B Consultants: Tangible and measurable outputs of the work assignment

Category B Consultant hired to deliver mapping exercises at the hromada level.

The Consultant will be responsible for:

1. Conducting a mapping exercise in 8 to 10 selected hromadas in order to identify potential participants for trainings; as well as mapping of locally relevant sources of administrative and operational data which can be used for continuous situation monitoring by partner hromadas.
2. Direct engaging with local government and CSO actors through meetings and interviews, in order to build a “profile of local stakeholders” for each of 8 to 10 selected hromadas in which IOM projects are operating.
3. Perform such other duties as may be assigned.

Tangible and measurable outputs of the work assignment

1. First deliverable – Fast stakeholder and data sources mapping assessment (in Ukrainian with translation into English) – Delivered by June 30, 2024
2. Second deliverable – Delivery of a draft comprehensive mapping exercise report in Ukrainian that identifies locally relevant sources of administrative and operational data which can be used for continuous situation monitoring by partner hromadas – Delivered by July 31, 2024
3. Third deliverable – Delivery of final version of comprehensive mapping exercise report (in Ukrainian with translation into English) that identifies locally relevant sources of administrative and operational data which can be used for continuous situation monitoring by partner hromadas – Delivered by August 15, 2024
4. Fourth deliverable – Final report and all administrative responsibilities completed - Delivered by August 31, 2024
5. Performance indicators for the evaluation of results

• Consultant is responsive to IOM engagement on planning and implementation of mapping exercises
• Deliverables are submitted on time
• Outputs are delivered in a manner that is of high quality in terms of content and presentation.

1. Education, Experience and/or skills required
   1. Master's degree in Social Sciences, Data Analytics, Adult Education, or related field with a minimum of three years of relevant experience; OR a bachelor’s degree in a similar field with a minimum of four years of relevant experience.
   2. Experience in stakeholder mapping, or a similar activity, is required.
   3. Experience in conducting mapping of local government and/or civil society organizations would be an asset
   4. Experience in working as part of a team, as well as independently.
   5. Experience of working with UN, NGOs, CSOs and/or government authorities would be an asset.
   6. Knowledge and experience of working on displacement issues is desirable.
