 - THEN YOU MIGHT BE OUR NEW DEVELOPMENT COOPERATION PROGRAMME OFFICER AT THE ROYAL DANISH EMBASSY IN KYIV

We are recruiting a locally employed Development Cooperation Programme Officer (DCPO) to join the cooperation team overseeing Denmark’s cooperation portfolio in Ukraine. It consists of the Danish Neighbourhood Programme, the Denmark-Mykolaiv recovery partnership, humanitarian assistance, peace and stabilization efforts, support to CSOs and other pipelined projects supporting Ukraine’s economic development and post-war recovery. The portfolio balances national sector-wide approaches (SWAP) with local economic development in the Mykolaiv-Denmark partnership.

 You will be the point of contact for national cooperation partners and a link in Ukrainian-Danish bilateral diplomatic and cooperation relations. You are a positive and outgoing person who thrives in a busy environment and who solves daily task in a service-oriented manner. 

 You will be a part of the embassy’s dedicated cooperation team and work closely with all teams of the embassy. Under the managerial responsibility of the Ambassador, you will work under the technical guidance of the Head of Cooperation (HOC) cum Minister Counsellor heading up the cooperation team. 

 Duties and Responsibilities 

  1. In cooperation with the HOC and relevant staff at the Danish MFA, oversee all aspects of Denmark’s development cooperation program in Ukraine;
  2. Draft, review and appraise project documents;
  3. Liaise with implementing partners and Ukrainian beneficiaries, conduct regular monitoring visits, and report to the HOC and the MFA on progress;
  4. Against the priority given to the Mykolaiv-Denmark partnership by both governments, contribute to the management of this relationship. This involves liaising with the designated line ministries playing a key role in the relationship as well as the city and region of Mykolaiv.
  5. Draft communications on behalf of the Embassy and address government, donors, and CSO’s requests. Draft replies to external assistance requests, address them to relevant Danish partners as needed;
  6. Represent the Danish Embassy at donor coordination meetings and meetings with Ukrainian members of parliament, line ministries, Secretariat of the Cabinet of Ministers, and other authorities;
  7. Report on political and policy developments in the sectors of relevance to the Danish development cooperation portfolio;
  8. Draft talking points for the Embassy’s participation in conferences, roundtables and other public events and media engagements;
  9. Prepare visits of Danish government officials to Ukraine, including background materials, conduct prior internal briefings for respective delegations and organize meetings;
  10. Undertake frequent in-country missions to the city and region of Mykolaiv as well as other relevant cities and regions - sometimes under challenging security circumstances;
  11. Contribute content to the embassy’s dedicated SoME channels;
  12. Perform other duties as assigned by the HOC and other members of the embassy’s management team and contribute to a cooperative working environment by assisting colleagues in other teams as needed.

 Professional and technical qualifications:

  1. University degree, preferably in International Relations, International Development, Political or Social Sciences, Law or related disciplines;
  2. A minimum of 10 years of working experience in international relations, political analysis, and development programming;
  3. Proven ability to liaise with government, region, city, non-state and commercial actors;
  4. Excellent skills in verbal and written communication in English and Ukrainian as well as strong analytical and presentation skills;
  5. Knowledge of project management cycles, including tools and procedures for project programming, appraisal, implementation, monitoring, review, and evaluation;
  6. Knowledge of Danish or another Scandinavian language is an advantage, but not a requirement;
  7. Flexibility and an ability to cooperate within and outside of one’s team.

 Starting Date and related details

March 1, 2023 or as soon as possible. Employment requires Danish security clearance. The applicant should be eligible for working in Ukraine. A competitive salary package will be provided according to qualifications. The position is open ended.
