Менеджер(ка) по роботі з громадами (Field Officer/Community Manager)

ЗАГАЛЬНА ІНФОРМАЦІЯ

БФ «Право на захист» (Фонд) – благодійною організацією, що зосереджує діяльність на наданні допомоги внутрішньо переміщеним особам, особам, які потребують міжнародного захисту, особам без громадянства, особам з підвищеним ризиком без громадянства та особам без документів. Основними програмними перевагами фонду є надання правової допомоги, моніторинг, адвокація, а також розбудова потенціалу уряду та громадянського суспільства. Фонд налічує близько 400 співробітників, які працюють по всій території Україні.

ЗАГАЛЬНІ ВІДОМОСТІ ПРО ПРОЄКТ

Фонд розпочав імплементацію проєкту «Готовність та стабілізація в Центральній та Західній Україні», що реалізується Консорціумом на чолі з неурядовою організацією ACTED та за участі ініціативи IMPACT та фінансується Фондом конфліктів, стабільності та безпеки (CSSF). 

Будучи провідною міжнародною гуманітарною організацією, що працює у сфері зменшення ризиків і цивільного захисту, ACTED розпочав роботу по забезпеченню готовності України та стабілізації ситуації в реагуванні на надзвичайні ситуації в партнерстві з IMPACT Initiatives та Фондом. Проєкт покликаний допомогти зміцнити потенціал і ресурси для реагування на надзвичайні ситуації у західній, південно-західній та центральній частині України (Вінницька, Хмельницька, Чернівецька області). Робота проєкту організована у тісній співпраці з місцевими органами влади задля подолання питань, що пов?язані з поточними та очікуваними масовим переміщенням людей та поширенням активних бойових дій на нові території. 

Менеджер(ка) по роботі з громадами працюватиме під безпосереднім керівництвом менеджера проєкту та в тісній взаємодії з консультантами проєкту, менеджером програми DRR, менеджером програми по роботі з внутрішньо переміщеними особами та юридичним аналітиком, а також із відділами захисту ВПО та юридичними підрозділами та місцевими командами Фонду у регіонах.

       Шукаємо кандидата у м. Вінниця, але розглянемо кандидата на посаду з іншим міст, зокрема з міст реалізації проєкту Чернівці/Хмельницький.

ЗАГАЛЬНИЙ ОГЛЯД ПОСАДИ

Менеджер(ка) по роботі з громадами відповідатиме за:

• діяльність з підвищення потенціалу на місцевому, районному та обласному рівнях шляхом організації та проведення серії тренінгів з питань захисту. Безпосередньо тренінги проводитимуться тренером під наглядом та методичною/організаційною підтримкою менеджера(ки) по роботі з громадами та консультантів проекту;

• залучення учасників тренінгу;

• звітність про навчальну діяльність;

• участь у підготовці звіту за проєктом;

• розробка (спільно з консультантами) програми тренінгів з інтеграції захисту для органів соціальної сфери/захисту дітей, надавачів соціальних послуг, старост (місцевих лідерів) та інших зацікавлених сторін громади;

• розробка та проведення (спільно з консультантами) оцінки доступності закладів соціальної допомоги та місць спільного проживання в Чернівецькій, Хмельницькій та Вінницькій областях;

• координація та супровід оціночної діяльності у сфері цивільного захисту на місцевому/районному/обласному  рівнях, яка проводитиметься консультантами;

• організація та здійснення матеріальної підтримки місць колективного проживання та/або соціальних установ.

ОБОВ?ЯЗКИ ТА ВІДПОВІДАЛЬНІСТЬ

• Працювати автономно та створювати високоякісні та своєчасні документи відповідно до вказівок донорів у погоджені терміни.

• Налагоджувати та підтримувати зв'язок та ефективну координація між державними органами та партнерами.

• Організувати зустрічі з органами влади на місцевому, районному та обласному рівнях.

• Представляти Фонд на всіх відповідних координаційних форумах з партнерськими організаціями, а також відповідальними особами.

• Розробити (спільно з консультантами) програму навчання з гуманітарних принципів та принципів захисту.

• Налагодити та підтримувати співпрацю з ключовими виконавцями проекту.

• Організовувати та проведити тренінги з інтеграції захисту та гуманітарних принципів.

• Координувати та підтримувати оціночну діяльність у сфері цивільного захисту на місцевому/районному/обласному  рівні, яку проводять зовнішні  експерти/консультанти.

• Дотримуватися всіх відповідних політик і процедур Фонду, зокрема стосовно Кодексу поведінки.

INTRODUCTION

Right to Protection (R2P) is a Ukrainian not-for profit organization. R2P is dedicated to protecting refugees who find themselves in Ukraine due to dire circumstances.  R2P ensures the protection and human rights of other vulnerable migrants - the conflict affected, the internally displaced (IDPs), the stateless, the undocumented and those at risk of statelessness. R2P's key programmatic strengths are legal assistance, monitoring, advocacy as well as government and civil society capacity building. R2P has approximately 400 staff members working across Ukraine.

R2P takes part in a project on “Preparedness and Stabilization in Central and Western Ukraine” implemented by a Consortium led by ACTED with the participation of IMPACT Initiatives and funded by the Conflict, Stability and Security Fund (CSSF). The CSSF is a cross-government fund that supports and delivers activity to tackle instability and prevent conflicts that threaten UK interests.

As the preeminent international humanitarian organisation working in the field of risk reduction and civil protection (CP), ACTED started preparedness and stabilisation activities with its sister organisation, IMPACT Initiatives, and long-time partner, Right to Protection (R2P). Preparation and stabilisation initiatives are designed to help reinforce the capacity and resources for emergency response in the west, southwest, and central parts of Ukraine. Local authorities must be supported to cope with ongoing and anticipated mass movements of people and expansion of active hostilities into new areas.   

The Field Officer will be directly supervised by the Project Manager with a close interaction with the Consultants FCDO, DRR Program Manager, IDP Program Manager and the Legal Analyst as well as the IDP Protection and Legal units and local R2P teams in regions.

POSITION’S OVERALL OBJECTIVE 

FO/CM will be responsible for:

- capacity building activities at local, raion and oblast levels by organisation and conduction a series of Protection Mainstreaming trainings. The trainings itself will be conducted by a trainer under supervision and methodological/organisational support of FO and Consultants of the Project;

- engagement of training participants;

- reporting on training activities;

- participation in the preparation of the project report

- development (jointly with the Consultants) of a Program training  on protection mainstreaming for social /child protection authorities, social service providers, starostas (local leaders), and other community stakeholders in targeted;

-development and undertake (jointly with the Consultants) accessibility assessments social care institutions and collective sites in Chernivtsi, Khmelnytsk, and Vinnytsia oblasts;

- coordination and support of assessment activity in the field of civil protection at local/raion/region levels to be conducted by Consultants;

- organization and implementation of material support for collective sites and/or social institutions (e.g. NFIs, WASH, PSS items).

DUTIES & RESPOSIBILITIES 

? Work autonomously and produce high quality and timely documents in line with donors’ guidelines within agreed deadlines.

? Liaise and ensure efficient coordination between the government authorities and partners.

? Organize meetings with the main actors at the local and district and regional levels.

? Represent R2P at all relevant coordination fora with partner organizations as well as duty bearers.

? Develop (jointly with the consultants) of a Program training on humanitarian and protection principles.

? Establish and maintain cooperation with the key duty bearers.

? Organize and conduct trainings on protection mainstreaming and humanitarian principles.

? Coordinate and support the assessment activity in the field of civil protection at local/raion/oblast level to be conducted by external expert/consultants.     

? Comply with all relevant R2P policies and procedures, particularly with respect to the Code of conduct.      

REQUIRED QUALIFICATIONS 

? Higher education in disaster management, law, environmental protection, conflict studies.

? Proven capacity to conduct lobbying and advocacy activities, design, and produce quality knowledge products, including survey papers, reports etc.

? Work experience in the field of disaster management/protection and/or legal practice. Experience of working with the Ukrainian authorities in the field of DRR is a strong asset.

?  Network/contacts among State Emergency Service/social protection authorities officials, as well as thorough knowledge of their working specifics is a strong asset.

?  Experience in working with and knowledge of human rights is a strong asset.

?  Excellent ability to communicate effectively in English, Ukrainian and Russian, both verbally and in writing.

?  Ability to work independently and to meet deadlines.

?  Good analytical, communication and presentation skills, as well as attention to detail.

?   Readiness to travel.
