POSITION SUMMARY:

 

The IREX Ukraine office is seeking a qualified Project Director for the Veteran Reintegration Program. This a two-part program that fills critical gaps in data and information on veterans and incorporates this data into tailored activities to improve the quality of and access to veteran services and promote veteran integration into the workforce. The Program Director will work under the supervision of the IREX Ukraine Country Representative (CR) and be responsible for day-to-day delivery and management of the project in accordance with the approved workplan. He/she will work closely with partners and subgrantees, attend and monitor training activities in the regions, and hire consultants and subcontractors as needed. The Program Director will be responsible for providing oversight on implementation of activities by program grantees and subcontractors as well as for providing oversight of procurement of services in accordance with IREX policies. The position is based in Kyiv with extensive travel to target regions within Ukraine. This position is contingent upon funding.

 

GENERAL DUTIES & RESPONSIBILITIES:

 

  • Provide technical and administrative leadership for the program to ensure that objectives and targets are achieved with limited oversight from the CR;
  • Oversee, monitor, and administer day-to-day management of the program activities in accordance with the approved workplan;
  • Ensure coordination with the Senior Monitoring and Evaluation Specialist to ensure effective monitoring and evaluation of program results;
  • Provide oversight to day-to-day program spending and ensure budget discipline and compliance by working closely with the IREX Ukraine finance team;
  • Approve payments within authorized ceiling by ensuring that expenses are within budget and are allowable and reasonable;
  • Drive innovation of resources created under the project;
  • Interact regularly with opinion leaders, government officials, trainers, civil society and media groups, and other program stakeholders;
  • Develop and maintain effective collaborations with program partners such as program subgrantees and the Ministry of Veteran Affairs of Ukraine;
  • Frequently travel throughout Ukraine to attend program events and meetings;
  • Draft and capture program success stories and support CR in production of high-quality communication materials;
  • Responsible for mitigating potential risks within the project and for setting up systems and procedures with staff that are reporting to and directly supervised by the Program Director;
  • Responsible for subgrantee training and capacity-building as needed;
  • Provide supervision to assigned staff by ensuring that adequate support, mentoring and coaching is available;
  • Represent IREX publicly and support its organizational development;
  • Other duties as assigned. 

 

SKILLS AND EXPERIENCE:

  • Degree in international development, public administration, management, political science, psychology and/or another relevant field is preferred;
  • At least five years of management experience in working with similar projects;
  • Experience working on veteran reintegration or veteran support projects, and excellent understanding of veteran support systems in Ukraine;
  • Successful track record of supervising, designing, managing, and implementing donor-funded projects, with strong preference for past veteran reintegration, conflict mitigation, provision of mental health services, and project management experience;
  • Veterans are strongly encouraged to apply;
  • Demonstrated success in maintaining excellent cooperation with government agencies, and partner organizations, and the ability to establish productive relationships with government officials, opinion leaders, and media at national and local levels;
  • Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment, including helping vulnerable populations;
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives;
  • Proven leadership in the design, management, implementation, monitoring and evaluation of programs is preferred;
  • Excellent communications skills, including ability to make public presentations;
  • Experience with grants management;
  • Familiarity with political, economic, and social issues in Ukraine;
  • Excellent interpersonal and organizational skills;
  • Strong command of spoken/written English, Ukrainian, and Russian;
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
  • Ability to work independently to achieve tasks and objectives of the project;
  • Ability to travel.
