Duties and Responsibilities 

1. Context analysis and risk assessment 

  • Provide daily contextual security report for the area of coverage to coordination and CSM/ DSM
  • Provide weekly analysis of the situation on the international borders 
  • Provide regular contextual security report by drafting the area of coverage part of the SEC-02B Monthly Security report and share with CSM/ DSM
  • Draft the area of coverage weekly security report
  • Provide weekly incident lists and fill it in the incident data base 
  • Draft and review on a quarterly basis the Area Analysis tab of the SEC-28 Risk Analysis matrix (SEC-05) for Lvivska, Chernivetska, Vinnitska, Chernihivska, Kyivska and Sumska
  • Provide analysis of potential new locations of intervention on need basis 
  • Update Security risks assessment, SOPs and other security documents as appropriate and share with senior security team  
  • Support the CSM/DSM with ad-hoc advisory and context monitoring for the area of coverage 
  • Support the country security team with the update of the SEC-01 Country Security Plan 

 2. Security Assessments, auditing and Operational support 

  • Ensure the security assessments and evaluations (MOSS self-assessment) in all offices of the area of coverage are carried-out and MOSS self-assessment forms are updated in the SEC-28 Risk Analysis matrix with the support of the SFPs
  • Ensure all premises/ accommodations in used are assessed and the required paperwork is properly completed and filed in accordance with Acted’s internal procedures and provide on-going checks and relevant reporting to ensure continued compliance 
  • Ensure the security notice rules are up to date and applied and explained to all staff based and visiting the area, and update and display the emergency contact list in the Acted premises 
  • Ensure access control to the premises (control the visitor books, all visitors have badges, staff to wear their ID, etc.) and timely issuance of ID cards 
  • Carries out regular checks on hibernation kits and order replacement stock through logistics function with support of the SFPs
  • Carries out regular checks of the fire safety plan and implementation in all Acted premises of the area with support of the SFPs
  • Support the senior security team to prepare and update the Hibernation/Relocation/Evacuation plan SEC-25 for Acted East area
  • Ensure that the area of coverage has a proper communication procedure and a proper follow up of movement of staff and vehicles
  • Ensure the country tracking system is up to date and functional at area level
  • Ensure a proper level of preparation before movement on the field and support the security department and coordination in setting movement rules which are adapted to the local context to support the logistic and security team in country 
  • Ensure SCR (Security Clearance Request) are prepared and approved appropriately before each field movement
  • Ensure the follow-up of team’s movements to the field in supervising the check-ins, and support wider movement plan in coordination with coordination on a weekly basis
  • Support the CSM/DSM to prepare and update contingency plans SEC-26 to anticipate any high-risk security event when applicable

 3. Briefing and training 

  • Provide weekly security brief to Acted staff in the area of coverage at the WAM (Weekly Area Meeting)
  • Offer appropriate security recommendations to staff in the area
  • Provide security briefings for all national and international incoming Acted staff in the area of coverage with follow-up periodically or when applicable 
  • Provide security briefing to staff as needed and ensure that all staffs adhere to security policies and procedures (SCR or movement request forms) – this includes periodic refreshers, training on threats, training on movements, etc.
  • Support the country security team with training FU and organize at base level relevant security and safety training for staff 

4. Crisis Management 

  • Ensure SIR (Security Incident Report) are drafted accordingly when necessary 
  • Ensure alarm alert level are communicated appropriately through the relevant channel to staff in the area during working hours 
  • Ensure headcounts are done accordingly to internal procedures when necessary 
  • Ensure Crisis Protocols are updated, known by all and applied when necessary 

5. Liaison with humanitarian, military, community, and other actors 

  • Establish a strong relationship with others actors (both security related and administrative), including other NGO/INGO, INSO and agencies working in the security management field
  • Participate and take notes during the INSO meetings and update relevant staff accordingly
  • Establish a strong relationship with implementing partners and share updates/ guidance as per recommendation from CSM/DSM and AC/Sub-AC/BM
  • Establish and ensure a strong relationship with local authorities and local organizations in the areas of implementation and develop a contact database to allow relevant and timely follow up with relevant authorities in support of Acted’s project objectives.

6. Protection Mainstreaming

  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, Acted staff, partner agencies, casual labors).
  • Perform other duties as requested by supervisor

 Experience and Skills 

  • At least 1 year of experience in the humanitarian and/or development sector (strongly preferred).
  • Good knowledge of Ukraine. 
  • Experience in contingency planning, and experience in emergency simulations will be considered an advantage. 
  • Previous experience drafting reports and memos.
  • Previous experience providing training and making presentations.
  • Excellent computer skills (office applications).
  • Working knowledge of written and spoken English and Ukrainian is required (and will be assessed via interview).
