Assignment

Under the supervision of the IMPACT Senior Assessment Officer, the IMPACT/REACH Senior Data Officer is responsible for the processes and outputs related to data processing of the Longitudinal Study of Ukrainian Refugees and Returnees. She/he will implement all data cleaning, data processing, data analysis, and data visualization activities in cooperation with IMPACT team in country.

About REACH Initiative 

IMPACT’s REACH Initiative is a unique humanitarian NGO, which provides research, data, and analysis to support more effective humanitarian action in crisis contexts. By providing precise and reliable information on the humanitarian situation of populations in Ukraine, REACH’s work informs better delivery of aid and more transparent decision making. In Ukraine, REACH has a supportive and closely working team, spread across seven bases (Kyiv, Lviv, Chernivtsi, Vinnytsia, Kropyvnytskyi, Odessa and Dnipro), all of whom are dedicated to producing high quality research to improve the situation for people in Ukraine. 

REACH is seeking a senior-level data expert with previous experience to join our growing team as a Senior Data Officer in the Longitudinal Study of Ukrainian Refugees and Returnees. The ideal candidate will be a mid-career professional, who has experience working with data analytics and is motivated to further develop their skills and expertise, whilst helping the humanitarian response. 

About the Longitudinal Study of Ukrainian Refugees and Returnees

Since March 2022, IMPACT Initiatives has been conducting a monthly survey of people who fled the full-scale war in Ukraine to understand their mobility patterns, needs, integration trajectories, and intentions to return, and how these change over time. Respondents were first interviewed after they crossed the border out of Ukraine from 28 February onwards and have since been followed up by IMPACT's team, which conducts monthly phone interviews with the same pool of respondents. Respondents are called using Viber, WhatsApp, and Telegram messaging platforms by a trained team of enumerators who conduct the interviews in the respondents’ mother tongue and interview them each month on a core module of questions and variable modules included in response to emerging information needs and changing contexts.     

Duties and Areas of Responsibility 

Under the line management of the Senior Assessment Officer, the Senior Data Officer will perform the following functions:

• Provide technical guidance on sampling procedures to ensure that data collection processes comply with the agreed methodologies.

• Update data collection tools designed in Kobo based on assignment from assessment team.

• Ensure quality of the collected data through a set of data checking and cleaning procedures using R. 

• Develop processes for monitoring data collection progress and compliance with sampling frames. 

• Clean and analyze collected data using Excel and R and present results in a form of static and\or interactive visualizations. 

• Updating and improving the dashboard in PowerBi;

• Manage one Junior Data Officer with an emphasis on capacity building and skills development.

• Ensure that all collected data and analysis are stored in line with IMPACT’s Data Management Guidelines, and with the ToRs (data management plan Annex).

• Engage in systems strengthening and process improvement related to data collection and analysis activities.

Person Specification 

• Experience in the areas of social sciences, data science or information management. 

• Prior experience in the humanitarian sector desirable. 

• Experience with Excel is needed. 

• Prior experience using R is needed

• Prior experience in PowerBI or any other similar tools is a strong asset.  

• Fluency in Ukrainian and good English required.

• Highly motivated and passionate about improving the humanitarian response in Ukraine
