Assignment

IMPACT is an INGO specializing in Assessments and working closely with ACTED. In its countries of operations, IMPACT deploys a number of initiatives, including REACH Initiative which focuses on supporting humanitarian coordination structures and actors with an evidence base for the response to emergency needs.

Under the supervision of the IMPACT Country Coordinator, the Liaison Officer will support the implementation of the IMPACT activities that support the response with appropriate levels and quality of data on humanitarian needs.

The Liaison Officer will support the IMPACT team in leveraging its relationships with local authorities and civil society actors to enable evidence based humanitarian planning. The Liaison Officer will also work closely with international organizations and UN agencies.

He/she will foster relationships with key governmental stakeholders to enable, facilitate and enhance IMPACT’s ongoing activities. This will include:

1) supporting the signing of Memorandum of Understanding (MoU) with key governmental partners,

2) securing access to sites and field locations.

FUNCTIONS

  • Engaging with and disseminating information to national and local authorities
  • Identifying new stakeholders and building partnerships through regular engagement with those entities, as well as ensure adequate liaison with all external partners, especially local authorities, in a way to guarantee an active partners' involvement of the REACH programme.
  • Identify suitable engagement strategies.
  • Lead engagement of priority stakeholders.
  • Develop and maintain a comprehensive partner engagement database.
  • Preparing and conducting presentations on REACH activities and products during meetings with local partners.
  • Coordinate an efficient communication of the team with the stakeholders through official letters, emails and phone calls, organizing meetings, following up with local authorities.
  • Work with IMPACT/ REACH team to develop and produce marketing, outreach, and materials for events.
  • Contribute to joint communication/advocacy products with IMPACT/REACH's operational partners in Ukraine.
  • Ensure compliance with ACTED’s communication policy and guidelines, and with donors' visibility and communication guidelines.
  • Represent IMPACT/REACH in relevant fora — consortium meetings, relevant cluster meetings etc.
  • Organize/support the organization of IMPACT events.
  • Providing Ad-Hoc support to local authorities
  • Presenting and implementing programmes that aim to strengthen local authorities (organization of trainings, conducting consultancies and contributing to GIS and data ad-hoc support).
  • Ensuring an accurate and timely tracking of all activities under Capacity Building component.
  • Support reporting of programme activities in line with donor and ACTED requirements.
  • Perform ad hoc research to support project development and other mission activities as required.
  • Maintaining strong working relations with all colleagues in ACTED / IMPACT and other collaborating agencies.
  • Any other tasks as requested by the Country Coordinator

REQUIREMENTS

  • University level education in social sciences, political sciences, research or relevant field.
  • At least 2 years of experience in working with local authorities and NGOs in humanitarian context.
  • Existing network of connections with national authorities (ideally at ministerial- and oblast-level) and other actors such as civil society organisations, NGOs, etc.
  • Previous experience in working with local authorities and NGOs.
  • Excellent understanding of decentralization and Ukrainian government structures.
  • Excellent reporting skills.
  • Excellent computer skills especially in Microsoft Excel, Word and Outlook.
  • Teamwork and working in a multicultural environment.
  • Good English writing and speaking skills.
  • Fluency in Ukrainian
  • Excellent presentation skills.
  • Prior knowledge of the region.
  • Available to travel in Western and Central Oblasts, where security allows.
  • Ability to work in a cross-cultural environment requiring flexibility.
  • Willingness to travel to other ACTED/IMPACT field offices (e.g. Lviv, Chernivtsi, Vinnytsia, Dnipro)

Preferred requirements:

  • Understanding of basic research methods.
  • Knowlege of WebDesign, Tableau or similar products.
  • Knowledge of online tools for mobilization and teamwork.
  • Social Media experience.
