The HALO Trust is the world's oldest and largest humanitarian mine action organisation with 8,500 staff in 25 countries and territories. We lead the effort to protect lives and restore livelihoods for those affected by conflict. We remove landmines and make safe other weapons such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Since the beginning of operations in Ukraine in early 2016, HALO has grown into the largest international mine action operator in the country. 

HALO currently employs approximately 660 national staff across the Kyiv oblast, conducting survey and marking of hazardous areas, risk education, and clearance operations. HALO in Ukraine is going through a period of large expansion and scaling up its operations across Ukraine, both in terms of geographical locations and staff numbers.

JOB TITLE: Security Manager
LOCATION: Brovary Kyiv region

Essential Functions:

• Essential Functions
• Promote and stimulate Safety and Security risk management culture.
• Continuously monitor the security/safety environment, ensure that all program activities/locations are assessed and monitored for all program areas, and make recommendations to the Programme Manager, to adjust security policies and procedures as needed.
• Ensure that contingency plans for Hibernation, Relocation and Evacuation (HRE) and Medical Emergency Response Plan (MERP) are in place, disseminated and adopted amongst relevant staff including a detailed contextual assessment and situational update which is regularly revised.
• Ensure and regularly reassess that vehicles, premises and equipment are compliant with safety and security standards.
• Compile and present a formal daily/weekly/situational security update, in cooperation with J2 provider.
• Build the capacity of both international and national personnel in terms of personal safety and security.
• Develop and deliver a program of induction and continuation training for current and new staff.
• Work with national and international staff to build a shared understanding of security analysis and risk minimization.
• Maintain security awareness levels, close situation monitoring and effective two-way communication on security-related issues.
• Develop a standardized security training method and provide security training for all staff in safety and security-related subjects ensuring that policy and guidelines are understood and are being adopted and implemented across the program.
• Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols in case of necessity.
• Support Programme Management in travel management responsibilities, including technical assistance, journey management and security briefings.
• Supports Safety & Security team members in daily business operations in accordance with HALO standard operating procedures (SOP) and Security Management Plan (SMP).
•  Familiarisation of HALO crisis management plan in order to advise and assist PM where needed.
• Provide continuity in the leadership of HALO security.
• Develop and maintain relationships with diverse personnel who may impact the security HALO these include, but are not limited to, local leaders, police, military, other NGOs, UN and government leaders.
• Analyse open-source and confidential information to continually update the national and local threat levels in liaison with J2 provider. Build and maintain relationship with J2 provider.
• Maintain up-to-date information on the political, economic and social status on a national level and report to the regional security manager and in-country leadership on a regular basis.
• Develop, manage and train a team of national security officers.
• Monitor potential and present emergencies and keep all staff informed of events.
• Work closely with country leadership in advising on travel restrictions.
• Maintain disaster response plan, evacuation plan and other contingency plans as required.
• All other duties as assigned.
•  Manage and maintain the security tools used within HALO, such as Whatsapp and Everywhere App.
• Conduct site security surveys as required.
• Coordinate and manage the HALO Journey Management Plan (JMP).

 Qualifications & Requirements:

• 2-3 years of relevant professional experience is required; relevant work experience in NGOs is a plus.
• Previous military/police/ security background advantageous.
• Previous employment in a challenging and Hostile environment.  
• Availability of a military document with updated mark.
•  Ability to work within a multi-cultural team and have comprehensive knowledge of the context and challenges of operating within the country.
•  Competency in Internet and Microsoft Office systems including Word, Excel, and PowerPoint. Access and other databases/mapping systems.
•  Organized, thoughtful and determined, collaborative and team-oriented.
•  Fluent in written and spoken English, as well as Ukrainian and Russian.
•  Strong report writing, analytical and interpersonal skills.
•  Effective people management skills, solid training, and organisational skills.
• Flexibility and maturity to work well under pressure.
• Understanding of and commitment to the organization’s aims, values, and principles.

Terms and Conditions:

• Official employment
• Working hours: Monday to Friday, 08:00-17:00, one hour lunch break (40 hours per week), 24 days of annual leave.
