Background

 

The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of Senior Human Resources Assistant with its main Office in Kyiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

 

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Initial duration of appointment is for 12 months, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission.

Tasks and Responsibilities

 

 

Under the general direction of the Human Resources Officer and the immediate supervision of the National Human Resources Officer, the Senior Human Resources Assistant is responsible for providing interpretation of the OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices, providing advice and ensuring administrative support required to mission members on general administrative matters related to HR standards. The incumbent works in the organization unit with 4 HR Assistants and 1 other Senior HR Assistant.

 

The incumbent is responsible for the following duties:

 

  • Providing interpretation of OSCE Staff Rules and Regulations, Staff Instructions, and other relevant instructions and procedures to mission members (MMs); briefing, providing advice and ensuring administrative support as required to international and national MMs on general administrative matters related to standards of remuneration, OSCE Social Security Scheme and Provident Fund, working hours and leave entitlements; Delivering HR introduction part of the Mission Induction Course for newcomers, both national and international;
  • Monitoring and administering MM's benefits and entitlements, complying with the OSCE Staff Regulation and Rules and other OSCE instructions and assuring accurate recording and correct payroll results;
  • Collecting information and assists in conversion of data for recording in IRMA in connection with benefits, elements, pay methods, assignments, accrual plans absence types, etc. Ascertains staffing requirements of international and local personnel by referral to staffing table and monitoring contract expirations;
  • Ensures timely notification, initiation and follow up on the performance appraisal process, with purpose to ensure the deadlines in respect of probationary period, contract extension and regular performance appraisal periods are met; Responsible for updating Human Recourses database to reflect any administrative changes, and upon official approval of the extensions prepares adequate contracts for Human Resources Officer's and/or National Human Resources Officer's signature;
  • Prepares HR statistical reports and other staff data analytics from HR database; creates and maintains HR check-lists;
  • Arranges for and/or attends meetings on administrative matters, participates in discussions of new or revised procedures and practices, interprets and assesses the impact of changes and makes recommendations for follow-up action;
  • When required, coordinates and guides the work of junior HR Assistants in the main office and in the field;
  • Performs other related duties as assigned.

 

 

Necessary Qualifications

 

 

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Completed secondary education supplemented by formal training in administration/office work, HR administration;
  • Minimum six (6) years of work experience in Administration, in particular personnel matters and leave administration preferably in an international set up;
  • Professional fluency in English, Russian and Ukrainian languages, excellent written and oral communication skills in the mentioned languages;
  • Computer literate with practical experience in Microsoft Office applications, solid knowledge of Excel Pivot Tables and Power Point; knowledge of Oracle applications desirable;
  • Customer service oriented; ability to work in a confidential environment and maintain a high level of discretion;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment;
  • Flexibility and ability to work under pressure and with limited time frames

 

Remuneration Package

 

Monthly remuneration, subject to social security deductions is 1176.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
