HEALTH OFFICER FOR SOCIO-MEDICAL PROGRAM

Medicos del Mundo is a part of humanitarian non-governmental organizations network, which implements emergency, post-emergency, and transitional programs in Ukraine (GCA and NGCA).

The objectives of the programs are to decrease the impact of humanitarian crisis that causes the limitations in access to the health care for the vulnerable groups of population, to improve the health wellbeing of the population and bear witness to the violations of the right to health.

To support MDM programs we are looking for Health Officer based in Luhansk NGCA.

GENERAL STATEMENTS 

  •  Health officer is categorized as an "expert".
  • Health officer performs the tasks under the supervision of NGCA Health Manager.
  • Health officer reports directly to the NGCA Health Manager
  • Health officer is part of the Program department.
  • Health officer follows the current legislative and other normative legal acts of Ukraine, internal MdM regulations and current job description.

 MAIN RESPONSIBILITIES 

  •  The Health Officer participates in assessments, evaluations, distributions, supervisions, and post-distribution monitoring of MdM activities for socio-medical institutions, in coordination with the NGCA health Manager 
  • The Health Officer participates in follow up and supervision of other MdM activities. 
  • The Health Officer takes part in data collection, reporting, and coordination with MdM team, and partners (INGO, NGO, health authorities...) at LPR level.
  • The Health Officer for social program will support the NGCA health manager in the medical supplies in line with Project proposal
  • The Health Officer evaluates the needs in capacity building towards the donated supplies and equipment and plans those accordingly

 RESPONSIBILITIES DESCRIPTION:

 Program Management 

  • To assist the NGCA Health Manager with the implementation of the general MdM medical activities in NGCA according to the plan
  • To ensure that different components of the program are consistent and in link with medical needs and standards
  • To develop and implement evaluation/follow-up systems, participate to the supervision and the monitoring of the data collection, and help analyzing medical data. Adjust, in case of need and in collaboration with the Health Manager in NGCA the developed systems.
  • Health Officer will be involved in establishing of the implementation framework for the project goals achievements. 
  • To closely monitor and propose next steps for MdM activities in NGCA
  • To provide the assistance in the planning and performance of diverse capacity building activities (training of doctors: training on health education, capacity building on reporting, pharmacy management etc...).
  • Contribute to the health system follow-up and regularly provide the feedback on the contextual health situation in NGCA to Health Manager NGCA.
  • To inform and discuss with the Health Manager NGCA corrective measures or irregularities in the system
  • To assist the health Manager NGCA in elaboration of comprehensible and feasible Action Plans and sitrep on a monthly basis
  • To inform the Health Manager NGCA on availability/needs in cash for the health activities in NGCA.

Technical Support

  • To participate in the assessment of health needs within NGCA (socio-medical institutions)
  • To support in the identification of training needs 
  • To provide logistics support and supervise MdM donations within NGCA
  • To make the link between the social-medical institutes and the specialist care, when needed.
  • To assist in the compliance of MdM Health Guidelines and Procedures during the implementation of activities 
  • To coordinate with FieldCo and Health Manager NGCA the movement requests 
  • To coordinate and work jointly with the Health Manager NGCA and the Logistics Manager towards the supplies of medications, equipment, and consumables for donations.
  • To contribute to ensuring that appropriate administrative, financial, and logistical MdM systems/procedures are respected.

Coordination with NGOs, local associations, and institutions

  • In order to support the Health Manager, the Health Officer might be assigned to:
    1. Participate coordination with health stakeholders and medical actors in the region
    2. Support the needs evaluation and requests from the local health authorities.
    3. Meet with the authorities of health and social institutions to discuss working matters, when necessary

 Safety and Security Management

  • Assist in the monitoring of political, military and security situation in NGCA and update MdM team on contextual changes or incidents occurred.
  • To strictly follow the MdM security rules  
  • To take care of and well maintain the MdM working tools and equipment (Computer, phone, printer, stationary, etc.)

 REPORTING:

  • To follow up overall medical issues and share those with the Health Manager NGCA
  • To write weekly / monthly activity reports and submit to the health Manager NGCA in timely manner.
  • To follow-up and implement health surveillance system and regularly give feedback on the contextual health situation 
  • To contribute to the SitRep. 
  • Provide field visits reports after every supervision or evaluation/monitoring trip
  • To provide the minutes/report after attending meetings with health institution authorities or relevant events.

 Requirements:

  • Medical or paramedical degree (medical doctor, nurse, or midwife)
  • Familiar with the health context in the NGCA
  • Previous experience working with I/NGOs

  • To keep good working relationship with health authorities at all levels

 CONDITIONS:

  • Full time employment
  • Duration of the contract is until October 31, 2022, with possible extension
  • Salary as per MdM salary grid
  • Location: Luhansk NGCA
