HEALTH OFFICER for the project “Improving access to and availability of the quality health care services for conflict-affected population during the COVID-19 pandemic in Eastern Ukraine" (BASED IN SEVERODONETSK)

Context of intervention

 MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk and Donetsk oblast, government, and non-government-controlled areas – GCAs and NGCAs). The program is implemented around three main components: direct delivery of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS) and gender-based violence (GBV) response services); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy. In addition, MdM provide support to the health system in response to COVID-19 pandemics in Eastern Ukraine.

 MdM is planning to launch a 18 months project funded by the USAID Bureau for Humanitarian Assistance (BHA) having for an objective to ensure the access to essential health care services and increasing resilience of the communities and local health system in targeted areas of Luhansk oblast GCA and NGCA by improving availability and access to quality healthcare services to meet health needs of the conflict affected population with a special focus on vulnerable groups (people with disabilities, women, elderly people). The project will link MdM humanitarian assistance with transitional aid/development activities resulting in creation of a sustainable access to health and social services in communities affected by the conflict. 

The overall objective is to strengthen the resilience of people and local structures to the effects and consequences of crises, focusing on 3 levels - individual, community, health structures/system. Guided by the principle of promoting participation and self-help, the development capacities of affected people and structures are strengthened and promoted in a targeted manner. 

This position is subject to funding.

 For our program in Ukraine “Improving access to and availability of the quality health care services for conflict-affected population during the COVID-19 pandemic in Eastern Ukraine (Luhansk oblast Government and non-Government controlled areas)” , we are looking for Health Officer , based in Severodonetsk, with frequent trips in locations within the Luhansk oblast.

Essential duties / HR

 Under the direct supervision of the Program Manager and the technical guidance of the Health manager and the overall supervision of the Field Coordinator (FieldCo), the Health Officer supports, plans, designs, implements and monitors MdM’s activities related to strengthening the health system in the project implantation area.

S/he is also responsible of planning donations of equipment and consumables for the different geographical areas, ensuring the compilation of all sources of verification and final reporting. 

Her/his tasks also include the efficient management of any logistic and administrative requirements during this process.

S/He is responsible for the data collection, data analysis and reporting related to these activities, and contributes to the coordination with partners (INGO, NGO, and local authorities) at local level. 

S/He directly reports to the Program Manager, under the technical supervision of the Health Manager, and closely coordinates with the Mental health manager and the Mental Health Officer for the development of teaching materials.

 Needs assessments

  •  Conducts/updates needs assessments of the healthcare system on demands (mechanisms, approaches, supplies) and participates in the prioritization of health system needs within the framework of the MdM program.
  • Conducts needs assessments in capacity building needs related to health issues, health management and proposes activities and strategies of implementation 
  • Collaborates and participates, in any field survey, data collection and/or needs assessment organized by MdM in relation to strengthening the national health system in the light of health reform and decentralization.

Implementation and follow-up

  •  Ensures the implementation of all MdM activities (capacity strengthening, identification of the healthcare needs, and nexus health modalities) aiming at strengthening the health system in GCA based on an international quality standards and MDM guidelines and according to the plan and in coordination with the Project Manager and the Health Manager.
  • Follows up on MdM activities, by implementing monitoring and evaluation systems and supervising the data collection processes, in collaboration with Monitoring and Evaluation Team. .
  • Organises and holds coordination meetings between different actors involved in Health activities, including community representatives, local NGOs.  
  • Compiles interim and final reports for each capacity building activities based on program achievements.
  • Analyses the data collected in relation to community-based interventions, capacity building activities and puts in place corrective measures when needed, in coordination with the Project Manager and the Health Manager. 
  • Liaises with authorities and community representatives to validate implementation plans, guidelines, and other medical material.
  • Support community health related activities, including access to pharmaceuticals, specialized home-based care medical teams, outreach health visits and referral to health structures.
  • Liaise with MdM health implementing partners, where applicable, towards achieving the health targets and reaching the prioritized groups at risk.

 Reporting

  • Reports on activities to the Program manager and the Health Manager, including analysis of situation and suggestions to improve MdM’s activities related to strengthening the national health system.
  • Develops and implements feedback systems for beneficiaries of capacity building activities

 Other

  • To participate in meetings and workshops with local/international organisations and local authorities upon request of the Project Manager or the Health Manager.
  • To be flexible in performing his/her duties to ensure that beneficiaries are getting best quality services. 
  • To respect MDM principles/values.
  • To maintain full confidentiality for all work-related information
  • To perform any additional duty in the framework of the project on request of the Program Manager.

 REQUIREMENTS: 

Language requirements:

  • Ukrainian and Russian
  • English would be an asset

Computer requirements:

  • Competency in Microsoft Office Environment


Profile required:

  • Medical or paramedical background: Doctor, midwifes, nurses.
  • Significant experience working with NGOs
  • Knowledge of public health issues
  • Knowledge of overall organization of healthcare system in Ukraine, including health reform and healthcare packages for vulnerable population, and Sexual Reproductive Health subject.
  • Knowledge of national and international guidelines and standards especially related to healthcare system strengthening and community-based interventions.
  • Experience in project management
