Medicos del Mundo (MdM) has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in the Eastern part of Ukraine (Luhansk oblast, government and non-government controlled areas - GCAs and NGCAs).
The program is implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors); strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and advocacy.
For our program in Ukraine, to support our activities, we are looking for Mental Health Officer, based in Severodonetsk with possible visits to field locations.
JOB SUMMARY
Under the direct supervision of the MHPSS Manager Mental Health Officer is responsible for:
- Organization, implementation and follows up of capacity building activities in mental health evidence-based approaches (including Problem Management+, mhGAP, other) for PHC staff, social workers, education professionals and community focal points.
- Development and implementation of supervision structure to follow up the activities of service providers and technical support within the framework of the program
- Organization of data collecting and monitoring processes with the support of MEAL Officer in line of requirements for capacity building programs
- Participation in MHPSS needs assessments if required by the program
- Direct service provision in line of the on-going program plans and interventions
MAIN RESPOSIBILITIES
Needs assessment
- Conducting MHPSS needs assessments in line with objectives of MHPS interventions
- Mapping the MHPSS activities and creating referral pathways within the areas of program implementation
- Developing referral pathways to health facilities, social protection and legal institutions in accordance to the national legislation and MDM internal policies
Direct MHPSS service provision
- Providing individual psychological support sessions to clients if designated by planned interventions in line with MdM technical framework and general principles of quality do-no-harm MHPSS provision
Program promotion
- Conducting MHPSS awareness-raising session in order to disseminate information about MHPSS evidence-based programs implemented by MdM
- Conducting MHPSS advocacy activities on regional level
Capacity building programs
- Supporting implementation of MHPSS mental health programs on a rayon level (including selection of participants; training; supervision; follow-up; monitoring) in accordance to the program scope and plan.
- Actively contributing to development and co-facilitating trainings within the framework of the chosen evidenced-based interventions under the direct supervision of MH Technical Lead
- Serving as a focal point for the follow-up technical support of the trainees
Coordination with other organizations
- Supporting MHPSS Manager and Liaison officer in maintaining regular contacts with other NGOs and organizations, through meetings, training, workshops, etc. relevant to implementation plan
- Update the mapping of service providers
Monitoring and reporting
- Contribute to collection of data about clients' well-being and other relevant data in line with established methodology for MHPSS data collection
- Contribute to regular reports on program implementation in coordination with MHPSS Manager
Other
- To abide by MdM norms, principles and code of conduct
- To maintain good socio-professional relationships with national and international partners
- To attend/participate MdM internal meetings and to give qualitative input
- To participate in advocacy and communication activities under the supervision of MHPSS Manager
- To perform other additional duties on request of the MHPSS Manager and Field Coordinator

The successful candidate must have:
- A Degree in MHPSS field
- Experience of developing and leading trainings on MHPSS and GBV, particularly with primary health care staff
- Experience with NGOs and/or health institutions
- Experience of implementing evidence-based projects; understanding of mental health issues in the conflict-affected areas and in Ukraine in general
- Ability to organize, plan and prioritize tasks
- Coordination, data collection and reporting experience
- Experience of providing MHPSS to the vulnerable and conflict-affected populations
