POSITION: Partnership Officer

LOCATION: Lviv

Job Summary

Partnership Officer will work with the Partnership Manager and  Country Director to maintain communication and support for partners in-country.

The position is based in Lviv but will require regular visits to all IMC field sites and offices.

  • Main Tasks and Responsibilities

Sub-Grant Management & Compliance

  • Serve as the principal point of contact on sub-grants management
     and compliance issues at field level;
  • Disseminate strategies and training/learning materials produced
     by IMC;
  • Improve sub-grantees' staff capacity to manage their grants,
     including overall financial management and compliance with
     donor regulations through on-site, ongoing accompaniment and
     mentoring;
  • Help develop and deliver training curricula on financial
     management and compliance issues as required.

Financial Oversight/Support

  • Provide direct technical support in all aspects of financial
     management to IMC sub-recipients.
  • Monitor all sub-agreements assigned and ensure compliance with
     Compliance Manuals and donor financial rules and regulations;
  • Regularly monitor and assess each sub grantee's ability to
     accurately record and report financial transactions for the IMC
     grant. Ensure the integrity of sub grantees' financial reporting and
     the effective control of financial and material assets;
  • Help develop and deliver training curricula on financial issues as
     required.
  • Internal Control Assessments and Site Visits
  • Participate in IMC control and monitoring assessments as
     required;
  • Prepare site visit reports on internal controls, procurement,
     human resource management, asset management, and budget
     utilization of partners. Reports will contain site findings,
     explanation of findings, criteria, and recommendations as well as
     the follow-up requirements;
  • Give an opinion on the adequacy of sub-grantees internal controls,
     compliance with applicable laws and regulations.

Compliance, Audit and related controls

• Responsible for compliance of performed actions with IMC policies and procedures and applicable donor rules and local laws and regulations.

• Implement mitigations measures related to assigned procurements, in collaboration with supervisor.

• Maintains accurate filing systems, with documented and auditable records of procurement transactions and reports. 

• Ensures timely submission or availability information required for mandatory reports.

• Ensures Export Compliance requirements for all assigned procurement actions, where applicable.

Fraud prevention

• Committed to fraud prevention, detection, reporting, and fraud risk reduction as per IMC policies and procedures, donor rules, and local laws and regulations.

Code of Conduct

As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adhere to those standards.

 If this is a supervisory position, one must set an example of ethical behavior through one’s own conduct and oversight of the work of others; ensure that those who report to you have sufficient knowledge and resources to follow the standards outlined in the Code of Conduct & Ethics; monitor compliance of the people you supervise; enforce the Code of Conduct & Ethics and International Medical Corps’ policies, including the Safeguarding Policy and the Protection from Harassment, Bullying and Sexual Misconduct in the Workplace Policy, consistently and fairly; support employees who in good faith raise questions or concerns.

Minimum Requirements

  • Education corresponding to position – accounting, legal, statistics, or similar
  • Experience in building capacity of local organizations and their staff;
  • Knowledge and experience of donor rules and regulations;
  • Fluency in English and Ukrainian.
  • Good communication skills;
  • Computer literacy (Microsoft Word, Excel, Access)
