Експерт непродовольчої програми та укриттів - NFI/Shelter Coordinator

«Save the Children International» — гуманітарна організація з понад 100-річною історією. Save the Children була заснована у травні 1919 року в Лондоні. SCI працює в Україні з 2014. Починала свою роботу на території Донецької області. В теперішній час SCI розширює свою діяльність на вісім міст України, і Миколаїв є одним із них. Основні обов’язки: 

• Експерт непродовольчої програми та укриттів розробляє регулярні робочі плани відповідно до плану впровадження та забезпечує своєчасне виконання заходів відповідно до планів (включаючи реєстрацію бенефіціарів, тренінги, збір та розповсюдження даних).
• Відповідає за управління та нагляд за розробкою, реалізацією та якістю проєктів непродовольчої програми та укриттів. 
• Забезпечити послідовність у методології та якість впровадження непродовольчої програми та укриттів.
• Відповідає за управління партнерством для забезпечення виконання програми.
• Він/вона гарантуватиме відповідність глобальним та регіональним стандартам/ а також забезпечуватиме якісну реалізацію, моніторинг та звітність програми.
• Здійснює моніторинг бюджету/витрат на основі планів реалізації, а також аналізує звіти про бюджетні та фактичні витрати для оцінки будь-яких розбіжностей і забезпечення своєчасного здійснення витрат.
• У тісній координації з відділом MEAL аналізує інформацію для вибору місць проведення інтервенцій; аналізує та оцінює дані моніторингу.

Щоб бути успішним, Вам необхідно  мати:

• Ступінь магістра або бакалавра за напрямом: в галузі цивільного будівництва, архітектури, містобудування, механічної або іншої галузі, пов'язаної з будівельним/інженерним середовищем.
• Мінімум 3 роки різноманітного досвіду роботи у сфері будівництва, діяльності пов’язаній з наданням укриттів чи розповсюдженням непродовольчої допомоги.
• Мінімум 3 роки досвіду роботи з НУО в складних контекстах, враховуючи співпрацю з місцевими НУО або досвід роботи в зоні конфлікту.
• Мінімум 3 роки досвіду роботи на керівних посадах.
• Відмінні навички міжособистісного спілкування, спілкування та презентації.
• Досвід роботи з MS Excel, MS Word, Outlook.
• Вільне володіння письмовою та розмовною англійською та українською мовами.
• Прихильність до цінностей «Save the Children» та захисту дітей.

NFI/Shelter Coordinator 

«Save the Children International» is the humanitarian organization with more than 100 years of history. Save the Children was founded in May 1919 in London.

SCI has been working in Ukraine since 2014. The Organization started its work in the territory of the Donetsk region. Currently, SCI is expanding its activities to eight cities of Ukraine, and Mykolaiv is one of them.

We work in the directions of education, child protection, overcoming child poverty, health care, and also we have advocacy activities related to the protection of children's rights.

Main responsibilities:

The NFI/Shelter Coordinator will be expected to present SCI at a regional and national level. S/he will be responsible for ensuring that all SCI Shelter activities in the relevant geographic areas are done in accordance with Save the Children’s policies and applicable standards.

The NFI/Shelter Coordinator will ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies. 

In the event of an additional humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas of Accountability:

Project Management

• Prepare regular work plans in line with the implementation plan and ensure timely implementation of activities in line with the plans (Including beneficiary registration, trainings, data collection and distributions).
• Responsible for managing and overseeing the development, implementation and quality of the Shelter/NFI projects.
• Ensure consistency in methodology and quality of implementation.
• Coordinate the Shelter/NFI activities between the shelter team through movement plan, work plan, meetings, and field work.
• Ensure integration of Shelter programs (including Fire mitigation) with other SCI sectors.
• Ensure proper monitoring of the quality of implementation through regular field visits and quality benchmark assessment.
• Ensure appropriate monitoring and evaluation systems are in place and followed by the Shelter team.
• Monitor budget/expenditure based on the implementation plans; and analyses budget-versus-actual (BVA) reports to assess any discrepancies and ensure timely expenditure.
• In close coordination with the MEAL department, analyses information to select intervention sites; and analyses and evaluate monitoring data to understand impact of projects and identify lessons learned for future programming.

Required:

• Bachelor’s degree in Engineer Economics, Social Sciences Architecture, Urban planning, Mechanical or other built environment related field. Master’s degree is a plus.
• Previous Experience in construction, Shelter, and NFIs distribution activities: tendering, contracting, construction monitoring, Cash for Rent, Weatherproofing, RNA etc…
• Familiar with Humanitarian sector, donors, technical aspects of humanitarian shielding, sphere standards, distribution and humanitarian principles.
• Familiar with liaising with NGO’s and UN bodies.
• Proficiency in RNA, SSB and other Shelter Assessments Tools, AutoCad, Adobe Photoshop, Microsoft Word, Outlook and Excel.
• Fluency in written and spoken English language (Ukrainian is a plus).
• Experience in using and training staff on ODK or similar survey tools.
• Minimum 3 years of various experience in Shelter sector.
• Minimum 3 years of experience working with NGO’s in an emergency /humanitarian or development context.
• Minimum of 3 years of experience of line management.
• Strong interpersonal skills and the ability to work within partners.
• Commitment to Save the Children values and Child Safeguarding.
