Child Safeguarding:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Regional Health Coordinator (RHC) will be responsible to co-ordinate all health programs within their region to ensure the implementation and ongoing provision of health programs. They will play an essential role in defining and implementing Save the Children’s health response in their respective region along with the Health Program Managers and Health Advisor.

The RHC will represent SC at Oblast and Municipality cluster and working group meetings, analyzing information presented along with Save the Children data and information from other partners to inform the National Health Programme Manager or Health Programme Manager (depending on the region) of any regional changes that would affect the current programming in the region.

S/He will monitor emerging health needs/gaps and access to healthcare for the IDP and host population, ensuring pertinent health interventions, with existing partners or scoping for new opportunities.

The Regional Health Coordinator will also work to identify advocacy opportunities for the improvement of health services.

The RHC will provide support to partners according to need and their capacity. Looking at capacity building opportunities of both partners and SC colleagues to enable succession planning within the organization and an overall dynamic response to the current and future health needs.

SCOPE OF ROLE:

Reports to: Health Programme Manager

Staff reporting to this post: Mobile Health team leader area officers and other area health staff Role Dimensions: Working within the region assigned to them, the individual will represent SC.

Traveling to other regions and the country office as needed. There will be frequent travel within the Oblast of the assigned region. The individual will be traveling into higher risk areas as needed and support teams in those areas.

Budget Responsibility: TBC

KEY RESPONSIBILITIES:

Overall

  • Implementation of the regional health strategy by co-ordinating logistical, medical and human resources.
  • Provide management to the regional health teams working in the region.
  • Ensure regular reporting internally and externally to donors and stakeholders.
  • Support the SC in the programme development at regional level
  • Support the health programme managers on proposal design, consultation and writing with SC staff, affiliates and partners for health and care
  • Be responsible for the donor-funded programmes in the allocated region in a timely and accountable way and in accordance with the donor requirements along with SC internal procedures and contract management guidelines
  • Support the programme manager by preparing, reviewing and submitting timely and quality donor reports for the area covered including all aspects of programmatic and financial compliance
  •  Build and maintain regular operational relationship with projects stakeholders, including Partners, Civil Society Organisations, Stakeholders, Oblast and Municipality government Civil Military structures, Health Cluster partners and UN Agencies 
  • Responsible for the effective monitoring, evaluation and learning from programmes under the post holder’s management
  • Work closely with the other SC sector regional staff to ensure integrated sector approaches where needed. Using this to plan activities to reduce the organisations carbon footprint for monitoring and networking activities · Follow, daily, weekly monthly, quarterly and end of year reporting processes in the timely manner expected. 
  • Represent Save the Children to local authorities, communities, and other agencies within the region.
  • Identify potential intervention opportunities for Save the Children.
  • Be responsible for the overall human resource management for staff working within the programmes.
  • Manage the day to day operational health team needs to ensure the teams are enabled to reach their objectives including ensuring continuity of services.

QUALIFICATIONS

A degree in public health or equivalent

EXPERIENCE AND SKILLS

Required:

  • At least 5 years technical and managerial experience in programme design, implementation and monitoring of health and development programmes, including programme and contract management and monitoring of complex budgets
  •  Demonstrable experience and understanding of key technical, programme and policy issues in health and care. 
  • Excellent networking and representation skills.
  • Excellent evidence gathering, analysis and communication and advocacy skills in English and Ukrainian, both written and verbal
  • Proven management and leadership experience and evidence of building and developing a team
  • Demonstrable experience of supporting others to successful proposal development, compiling and managing multi-donor budgets in adherence to value for money principles.
  • Experience of developing and/or implementing donor and beneficiary accountability frameworks
  • Ability to work flexibly (with tact and diplomacy) at the highest level to lobby and advocate for inclusion of CHILDREN
  • Able to work in stressful and challenging insecure environments · Proficiency in Microsoft Office (Word, Excel, Outlook) and basic computer/tablet skills for e-health Experience of work in an advisory capacity, in training and capacity development.

  • Excellent communication

  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the SC UK mandate and child focus and an ability to ensure this continues to underpin our support.
