Shelter / NFI Coordinator / Координатор по вопросам жилья

ЦЕЛЬ РОЛИ: В ответ на украинский кризис 2022 года организация осуществляет широкомасштабные и разнообразные программы по удовлетворению потребностей ВПЛ и беженцев. Координатор по вопросам жилья/НИФ будет осуществлять надзор за стратегическим направлением и целями подхода к обеспечению жильем в Украине в координации с руководителем программы по вопросам жилья/НИП. Координатор по вопросам жилья/НИФ будет отвечать за последующую деятельность в связи с мероприятиями в области жилья. Кроме того, она/он поддерживает оценку, осуществление, мониторинг и отчетность по текущим и будущим программам SCI Shelter/NFI в областях Украины, а также связь с внешними заинтересованными сторонами (партнерами, донорами и местными органами власти) и представление в соответствующих рабочих группах и на координационных совещаниях. Он/она будет обеспечивать техническую актуальность мероприятий в области жилья в соответствии со Стратегическим планом реагирования. 

Предполагается, что Координатор по вопросам жилья/НИФ представит СКИ на региональном и национальном уровнях. Он/она будет отвечать за обеспечение того, чтобы вся деятельность СКИ по созданию приютов в соответствующих географических районах осуществлялась в соответствии с политикой Союза помощи детям и применимыми стандартами. Координатор по вопросам жилья/НИФ будет обеспечивать, чтобы все аспекты работы осуществлялись в соответствии с политикой помощи детям.  В случае возникновения дополнительной чрезвычайной гуманитарной ситуации от лица, на которое возложены функции, ожидается, что оно будет работать вне обычного профиля и будет иметь возможность соответствующим образом изменять продолжительность рабочего времени.

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

Save the Children is implementing large and varied programs to meet the needs of the IDPs & refugees in response to the Ukrainian 2022 crisis. The Shelter/NFI Coordinator will oversee the strategic direction & objectives of the Shelter approach in Ukraine in coordination with the Shelter/NFI program manager. The Shelter/NFI Coordinator will be responsible to follow up of the Shelter interventions. 

Furthermore, she/he supports the assessment, implementation, monitoring, and reporting of current and future SCI Shelter/NFI programs in Ukraine oblasts, as well as liaising with external stakeholders (Partners, Donors, and local authorities) and representing SCI in the relevant working groups & coordination meetings. He/she will ensure the technical relevance of Shelter interventions according to SCI Response Strategic Plan.

SCOPE OF ROLE:

Budget Responsibilities: To be determined as per Country Scheme of Delegation

Role Dimensions: Accountable for Budget Management including forecasting and expenditure as per Budget Phasing & Forecast, local partner management, providing expertise, assertive and efficient inputs, internal and external representation, team management and capacity building.

KEY AREAS OF ACCOUNTABILITY:

Project Management

  • Prepare regular work plans in line with the implementation plan and ensure timely implementation of activities in line with the plans (Including beneficiary registration, trainings, data collection and distributions).
  • Responsible for managing and overseeing the development, implementation and quality of the Shelter/NFI projects.
  • Ensure consistency in methodology and quality of implementation.
  • Coordinate the Shelter/NFI activities between the shelter team through movement plan, work plan, meetings, and field work.
  • Ensure integration of Shelter programs (including Fire mitigation) with other SCI sectors.
  • Ensure proper monitoring of the quality of implementation through regular field visits and quality benchmark assessment.
  • Ensure appropriate monitoring and evaluation systems are in place and followed by the Shelter team.
  • Monitor budget/expenditure based on the implementation plans; and analyses budget-versus-actual (BVA) reports to assess any discrepancies and ensure timely expenditure.
  • In close coordination with the MEAL department, analyses information to select intervention sites; and analyses and evaluate monitoring data to understand impact of projects and identify lessons learned for future programming.
  • Liaise on a regular basis with Finance, Supply chain, HR and Administration to guarantee the smooth running of programs.
  • Improve procedures for the implementation of the Shelter/NFI programme in accordance with SCI principles & standards (drafting MoUs, SoPs and ToRs).
  • Implement adapted Shelter/NFI solutions for the different areas of and types of intervention, taking into account the Cluster Shelter strategy standards, Ukraine standards, special and protection needs, and gender & disability inclusion.
  • Participate in new project preparation and methodologies, through budget, log frame drafting and available Shelter oblasts and international assessments. 
  • Ensure proper documentation and filing of Shelter related documents and ensure that the Shelter database is updated with all shelter activities info and data.
  • Ensure that the Shelter activities (Covid19 response, CFR, Minor repairs, Apartment Rehabilitation, School rehabilitation, Community Support Project, Distribution of NFI’s, Site Improvement etc…) defined in the Shelter team’s work plan are taking place on due time and according to SCI standards and programme guidelines.
  • Ensure that mapping of areas, shortlisting of neighbourhoods and properties, and beneficiaries’ identification and selection for Shelter are consistent with programme guidelines.
  • Contribute to protection needs and trends identification and ensure adequate response in line with National Shelter Strategies.
  • Supervise assessments and beneficiary identification. Liaise with affected communities and ensure adequate information, communication, sensitization, mobilization, and feedback collection.
  • In coordination with the Shelter/NFI Program Manager, ensure close coordination with the local stakeholders including municipalities, ministries, and local actors.
  • Contribute to donor reports and ensure that internal reporting is of quality and following Save the Children processes.
  • Produce timely reports for internal and external use.
  • Promote and share ideas for improvement and necessary changes for activities (If needed)

Team management and capacity building

  • Manage the performance of relevant Shelter, set objectives, monitor work plans, and provide constructive feedback on a regular basis.
  • Identify staffing needs and participate in the recruitment processes for Shelter staff when required
  • Take accountability of own and team’s performance and development following SCI Develop to Perform guidelines
  • Provide Shelter staff with capacity building trainings as per performance management and needs assessments
  • Ensure that the team follow weekly work plans and develop weekly reports
  • Ensure that all Shelter staff are complying with code of conduct, Child Safeguarding, and other SCI policies.

Partnerships management

  • Ensure capacity building of local partners implementing Shelter/NFI interventions.
  • Responsible for partnership management to ensure programme delivery.
  • Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
  • Provide continuous programme management and facilitate technical support to partners to ensure timely quality programming.
  • Work with HR/Finance/Supply chain teams to ensure partners are receiving adequate support from support sections

External relationships/Representation

  • ·       Represent Save the Children in Shelter sectors working group meetings and other sector coordination forums in Ukraine.
  • ·       Coordination with the local authorities and other agencies.
  • ·       Contribute to development of advocacy messages and materials in conjunction with SC PAC unit.

General

  • QUALIFICATIONS  

    Essential

    • Bachelor’s degree in Civil engineering, Architecture, Construction, Urban planning, Mechanical or other built environment related field. Master’s degree is a plus.
    • Previous Experience in construction, Shelter, and NFIs distribution activities: tendering, contracting, construction monitoring, Cash for Rent, Weatherproofing, RNA etc…
  • Desirable

    • Flexibility and willingness to change work practices and hours, and capability to work in insecure and challenging environment.

EXPERIENCE AND SKILLS

  • Familiar with Humanitarian sector, donors, technical aspects of humanitarian shielding, sphere standards, distribution and humanitarian principles.
  • Familiar with liaising with NGO’s and UN bodies.
  • Proficiency in RNA, SSB and other Shelter Assessments Tools, AutoCad, Adobe Photoshop, Microsoft Word, Outlook and Excel.
  • Good time management and organizations skills.
  • Fluency in written and spoken English language (Ukrainian is a plus).
  • Strength in interpersonal, communication, presentation skills and teamwork.
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment.
  • Strong IT/database management skills.
  • Experience in using and training staff on ODK or similar survey tools.
  • Minimum 3 years of various experience in Shelter sector.
  • Minimum 3 years of experience working with NGO’s in an emergency /humanitarian or development context.
  • Minimum of 3 years of experience of line management.

The Shelter/NFI Coordinator will be expected to present SCI at a regional and national level. S/he will be responsible for ensuring that all SCI Shelter activities in the relevant geographic areas are done in accordance with Save the Children’s policies and applicable standards.

The Shelter/NFI Coordinator will ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies. 

In the event of an additional humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
