Child Safeguarding: 

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:   

The Pharmacist is responsible for ensuring proper management and supply of drugs and other health commodities from development of orders and warehousing to provision of items to the end user.  They will design, co-ordinate and monitor all pharmacy related activities in line with National and Save the Children Guidelines to ensure uninterrupted access to medicines across all activities (this may include direct health activities and donation of medical supplies).

SCOPE OF ROLE: 

Reports to: Senior Program Manager

Dimensions: Manages the end to end supply of pharmaceutical and other health commodities in East of Ukraine.   This role will also support capacity building activities.

KEY AREAS OF ACCOUNTABILITY: 

  • Lead on the development of medicine and other health commodity orders;
  • Set up the pharmacy initially, optimising medicine storage conditions and organization to ensure safety and effectiveness of drugs and medical supplies in line with National legislation and Save the Children Guidelines;
  • Implement and manage a drug management system including drug flow, consumption reporting, buffer stocks, alert levels, to avoid stock outs;
  • Design and manage the process for resupplying medicines to activities and end to end pharmacy activities;
  • Provide technical support and training where required to clinical teams in all aspects of pharmacy including rational medication use, good dispensing practice, patient counselling, stock management;
  • Liaise with health and logistics teams to support good communication and effective planning to prevent stock-outs; 
  • Develop a monitoring framework for all pharmacy activities and ensure these are regularly monitored, analysed and actioned as appropriate;
  • Ensure daily/weekly consumption reports, stock checks and supply requests and cold chain monitoring; 
  • Prepare new order requests;
  • Raise issues of concern on poor practice and key risks related to medicines;
  • Carrying out training as required with Save the Children staff and partners;
  • Participate in regular technical visits to program sites to ensure appropriate pharmacy services.

QUALIFICATIONS   

Pharmacy Graduate with clinical current work experience.

EXPERIENCE:

Working Experience: At least 2 years’ experience working as a pharmacist.

Job related Knowledge: Sound knowledge on end to end pharmaceutical services including warehousing, distribution and dispensing.

Skills: 

  • Previous experience working as pharmacist within health facilities/warehouses in Ukraine
  • Experience with dispensing, patient counselling, capacity building & mentorship skills
  • An understanding of medical equipment & their utilization by field health teams
  • Good understanding of broad health issues within community  
  • Strong understanding of community, culture and customs 
  • Good understanding of local humanitarian context 
  • Able to effectively engage with the local community, including children 
  • Able to keep accurate records 
  • Able to provide supervision and training 
  • Able to establish good working relationships and positively contribute to a team 
  • Able to prioritise and plan, co-ordinate and monitor own and work of others 
  • Flexible, positive and proactive approach to work 
  • Able to work in a stressful and changing environment with limited resources 
  • Concern for the wellbeing of children and interest in Child Rights 
  • Strong communication skills including clear style of giving instructions 
  • Strong interpersonal and counselling skills

Desirable: 

  • Previous experience working with an NGO;  
  • English fluency.
