Contract duration: 12 months (3 months' probation period is included), renewable in case of further available funding 

About PIN Ukraine:

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person: 

Under the overall supervision of Shelter Technical Lead, Shelter Emergency Coordinator coordinates the technical aspects of the shelter emergency program and ensures the implementation of effective and efficient shelter emergency solutions in alignment with PIN's strategic objectives. 

Main duties and responsibilities: 

Emergency Response Coordination:

  • Lead the coordination of emergency response efforts related to shelter provision in collaboration with relevant stakeholders.
  • Develop and implement emergency response plans and SOPs to ensure timely and effective deployment of shelter resources.
  • Coordinate with government agencies, humanitarian organizations, and other partners to ensure a coordinated and efficient response to emergencies

Technical Oversight:

  • Provide technical expertise and guidance on shelter solutions, including shelter design, construction techniques, and materials selection.
  • Conduct assessments to determine shelter needs and develop appropriate shelter strategies based on the context and available resources.
  • Ensure compliance with technical standards, guidelines, and best practices in shelter construction and emergency response.

 Capacity Building and Training:

  • Develop and deliver training programs for staff and partners on shelter emergency response protocols, technical standards, and best practices.
  • Build the capacity of local communities and partners to participate in shelter construction, maintenance, and repair activities.
  • Provide technical support and guidance to field teams to ensure the quality and sustainability of shelter interventions.

Monitoring and Evaluation:

  • Establish monitoring and evaluation mechanisms to assess the effectiveness and impact of shelter emergency interventions.
  • Conduct regular field visits to monitor the implementation of shelter projects, identify challenges, and provide technical support as needed.
  • Collect and analyze data to track progress, measure outcomes, and identify lessons learned for continuous improvement.

 Coordination and Communication:

  • Coordinate with internal and external stakeholders to ensure effective communication and collaboration on shelter emergency response activities.
  • Represent PIN in relevant coordination mechanisms, meetings, and working groups related to shelter emergency response.
  • Communicate updates, challenges, and best practices to relevant stakeholders to facilitate informed decision-making and coordination.


Required background and competences:

  • Bachelor's degree in Civil Engineering, Architecture, or a related field. Master's degree preferred. 
  • Minimum of 2 years of experience in humanitarian shelter response, emergency management, or related field;
  • Strong technical expertise in shelter design, construction, and emergency response operations;
  • Experience in project management, including planning, implementation, monitoring, and evaluation;
  • Knowledge of humanitarian principles, standards, and guidelines related to shelter emergency response;
  • Excellent communication, coordination, and interpersonal skills;
  • Ability to work under pressure in emergencies and manage multiple priorities effectively;
  • Fluency in English required;
  • Experience working in a shelter or humanitarian organization.
  • Familiarity with software development methodologies, agile practices, and process improvement (e.g., PMP, Six Sigma).
  • Knowledge of relevant regulations and best practices in shelter management.
