Project Development Specialist

Location: Kiev, with regular travels to Donbas region

Duration: 6 months, possibility to extend pending funding

 

Position summary

 

PIN Ukraine seeks a project development specialist (national level post) who will help identify the best ways of designing development interventions and will contribute to funding acquisition in close collaboration with PIN country and HQ teams. The specialist will liaise with representatives of national and local stakeholders, as well as INGOs and donor representatives. S/he will directly report to Deputy Country Director-Programs, and closely collaborate with all field-based managers (both programs and operations, with Program Development and Quality Assurance (PDQA) unit and HQ technical experts.

 

Main responsibilities:

  • Identify funding opportunities and new donors who support development interventions in Ukraine, in-line with PIN Ukraine strategic priorities;
  • Contribute to trends analysis of development donors via mapping of their areas/objectives of support, preferences of intervention tools and technicalities, contractual requirements, etc.;
  • Support the research, needs and feasibility assessment of development intervention ideas and modalities for new projects, through consultations with PIN internal and external stakeholders;
  • Map key national and local stakeholders in PIN strategic sectors to inform who does what and where (3W);
  • Contribute to the development of concept notes and full proposals in line with PIN country strategy and donor requirements, in close collaboration with PIN Ukraine team based in Slovyansk, and PIN HQ technical experts;
  • Work closely with internal and external stakeholders and communicate idea generation-related requests, collect feedbacks, inputs and recommendations, to ensure the technical and quality relevance of proposed interventions;
  • Contribute to the identification of potential relevant international and/or local partners to be included in proposals, obtain letters of support, etc.;
  • Participate in relevant development-related events/coordination meetings taking place in Kyiv, when CD and DCD are not able to attend.

 

Required background and competences

  • Higher education involving hypothesis, research and analysis: Master's level highly preferred;
  • At least 3 years of relevant work experience preferably in the sectors of livelihoods, and/or good governance and social inclusion, with applied knowledge of project development (proposal writing and donor relations will be an asset);
  • A strong knowledge of the development sector in Ukraine;
  • Systems-thinker with strong analytical skills;
  • Excellent communication skills and writing abilities;
  • English language proficiency (both written and verbal);
  • Ability to multi-task and work efficiently under pressure.
