About the job 

The ICRC Health Unit recruits a Health Field Officer to be based in its Kyiv office. In close cooperation with the team members and line managers, the Health Field Officer will be responsible for implementing, running, and monitoring the health programme(s) in cooperation with the health team, according to the objectives set out in the delegation’s annual planning (Planning for results) for a specific geographic area or field activities. Based on the skill required for this position, s/he has the capacity to oversee programs with a degree of autonomy (e.g. delegations with remote management) and/or deliver services with autonomy (e.g. hospital settings) and contributes to actively planning and coordinating health activities.

Your Tasks and Responsibilities

• Implement health programs within your geographic area or field of responsibility/expertise
• Assist the Health Delegate, Mental Health and PsychosocialDdelegate, Health Coordinator, or Health Project Manager in designing operational strategies and planning the health programs at local facility and national levels
• Conduct assessments and regular visits (when relevant) to monitor activities and health related threats to the populations
• Ensure proper management of information collected, and appropriate, relevant reporting 
• Participate in the analysis of and reflection on the overall health situation; contribute to realistic project proposals in line with the delegation objectives 
• Help to organize meetings; advise staff members on various matters such as culture, politics, economy, security, etc. 
• Interpret in meetings and help translate documents into local languages
• Liaise and build networks with local stakeholders to facilitate communication on and coordination of activities; thereby ensuring more efficient implementation of health programs. Represent the ICRC with national authorities
• Collaborate closely with Logistics for procedures related to forecast, as required 
• Develop the relationship with the National Societies (NS) in the Area of Responsibility exploring options for empowerment of the NS health personnel (in collaboration with Cooperation department)
• Follow up the procurement of requested supplies and the delivery to the final recipient
• Plan and organize the distribution of medical material to health facilities as per given objectives and monitor its use

About you

To be successful as Health Field Officer in the Health Unit, you should possess the following qualifications and experiences and have the following characteristics:   

• Ukrainian citizenship or permanent residence permit in Ukraine
• Degree in medicine or nursing 
• License/certificate to practice in Ukraine
• Qualification in public health or health management is an asset
• Typically, 3 to 5 years of work experience (including 2 years of clinical experience)
• At least 2 years of humanitarian experience
• Excellent connections with local health authorities and/or groups of interest for the ICRC is desirable
• Excellent knowledge of the assigned geographic area is an asset
• Fluent (written and spoken) English and Ukrainian
• Computer literate
• Proven program management skills and team building competencies
• Self-motivated with a strong commitment to teamwork and humanitarian principles
• Flexible, enthusiastic, and willing to learn
• Ability to work independently, as well as effectively under supervision
• Confidence in managing projects and staff
• Ability to organize and prioritize multiple tasks
• Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
