The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. About the job 

The ICRC Management Unit recruits an Accountability to Affected People (AAP) Officer to be based in its Kyiv office. In close cooperation with the team members and line managers, the Accountability to Affected People (AAP) Officer will support the Delegation in enhancing the quality and relevance of its humanitarian programs by improving its engagement with communities affected by armed conflict.  

Start date: as soon as possible 

Your Tasks and Responsibilities

  • Develops and executes strategies ensuring that field teams engage with community members before, during, and after the implementation of humanitarian projects
  • Coordinates activities, including leading discussions on relevant issues and identification of solutions
  • Engages with the Community Contact Centre and ensures that feedback from communities is acted upon by departments and considered in making decisions
  • Promotes understanding of the diversity of communities and ensures that humanitarian projects are responsive to the needs of those who experience the most difficulty in coping with the effects of armed conflict
  • Organizes orientation sessions and capacity-building exercises, facilitate training, and develop the necessary tools/materials to support these activities
  • Work with relevant departments to ensure that community members understand the mandate and programs of the ICRC and maintain access to relevant information
  • Writes reports and leads the development of communication materials for communities
  • Engage with partners in the International Red Cross and Red Crescent Movement and support the Ukrainian Red Cross Society in their activities with communities
  • Participate in field missions as necessary

About you

To be successful as an Accountability to Affected People (AAP) Officer in the Management Unit, you should possess the following qualifications and experiences and have the following characteristics:   

  • Ukrainian citizenship or permanent residence permit in Ukraine 
  • High school diploma or University degree, preferably in communications, mass media or psychology, or other relevant subjects such as public policy, political/social science, anthropology/gender studies, social work, or international development/relations
  • 2–3 years of work experience in a similar field of activity
  • Programme/project experience with the ICRC or other humanitarian agencies an asset
  • Strong understanding of the humanitarian sector and experience in people-centric approaches
  • Experience in community engagement and accountability, communication with communities, managing feedback
  • Excellent oral and written communication and analytical skills, ideally with experience in facilitating training and public speaking
  • Proficiency in Ukrainian and English, and desirably Russian
  • Excellent team player and strong capacity to work transversally and to engage with different personalities in a multi-cultural environment
  • Computer proficiency
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Confidence in managing projects and staff
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
  • Available to conduct field missions in ICRC’s field offices
