 The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is the origin of the Geneva Conventions and the International Red Cross and Red Crescent Movement. Please visit www.icrc.org for more information. In 2014 and recently, the ICRC expanded its presence in Ukraine. There are more than 600 ICRC staff working in Kyiv, Donetsk, Luhansk, Dnipro, Poltava, Sloviansk, Odesa and Vinnytsiya.

 Vacancy Notice

 The ICRC Delegation in Lviv seeks to fill the following position:

 Head of Sub-Delegation based in Lviv 

CONTEXT

The ICRC has been working in Ukraine since 2014. The ICRC’s operations in the country – and especially since the escalation of the conflict on 24 February 2022 – have substantially increased over the last months. Today, and with a budget extension approved in June 2022, the Ukraine delegation with its over 700 staff is the biggest ICRC operation worldwide. Working closely with the Ukrainian Red Cross Society and other Movement partners, the delegation is increasing its response to the humanitarian needs in Ukraine. Support to the people in need includes emergency assistance such as food, water and other essential items. Support is given to primary healthcare facilities and hospitals with medical equipment and emergency preparedness. Households are supported by the ICRC supporting the repair of water stations in cities and villages or rehabilitating damaged homes. The ICRC teams in Ukraine visit detainees as well and help reconnect families separated by the conflict. The delegation counts currently the delegation in Kyiv and 7 sub-delegations (Dnipro, Donetsk, Kyiv North, Luhansk, Lviv, Odessa, Poltava).

PURPOSE 

The Head of Sub-Delegation (HoSD)  West (Ukraine) manages the sub-delegation in Lviv, and the structure in Vinnitsya  (mainly log-base but some other activities). The HoSD manages the SD’s operations in accordance with strategies, objectives, programs and action plans defined by the delegation; the HoSD reports to the Head of Operations (HoOps).

The HoSD informs and exchanges with the management of delegation on political/security developments and changes in the overall environment of the 9 Western Oblasts of Ukraine. The HoSD identifies, maintains and broadens high-level relations with key national stakeholders in the indicated region and facilitates the management’s access to a wide network of contacts, including authorities, assuring their understanding of the ICRC. 

  • Represents the ICRC in the 9 Western Oblasts. Establishes, maintains and increases where needed the level on interaction with the border guards, the police and the respective governors’ offices, particularly to facilitate passage of HR and goods across the borders in/out of UA as well as on behalf of all PNSs working in the Western oblasts. 
  • Reports to the Head of Operations and engages/cooperates with the wider management team in Kyiv depending on the topic.
  • Supervises the work of 5 direct reports (among them 2 mobiles) and a setup of approx. 30 resident staff, based in Lviv.
  • Sets and implements the priorities determined by the Delegation and Sub-Delegation in a coordinated and multidisciplinary approach.
  • Analyses of the security and humanitarian environment within the area of responsibility (AoR) and suggests and implements appropriate measures. Supports the Head Ops in the analysis of the general situation (conflict, politics, etc.) in the country.
  • Supervises implementation, follow up and evaluation of the different ICRC programs within the overall strategy of the delegation as per Planning of Results (PfR). 

ACCOUNTABILITIES AND RESPONSIBILITIES 

A. Networking and representing the ICRC in the 9 Western Oblasts 

  • Establishes, maintains and expands where necessary a relevant interlocutor’s network for the ICRC and PNSs 
    1. Keep Oblast authorities, PNSs and URCS branches regularly informed about ICRC's engagements in Western Ukraine;
    2. Discusses and finds solutions to issues of common interest (streamlining movements, interaction with authorities, cross-border problems, support services);
    3. Represents the ICRC in diplomatic missions in Lviv as well as other representations (e.g. Ordre de Malte);
    4. Reports regularly to the management team in Kyiv, following the established reporting mechanisms between sub-delegations and the delegation.

 B. Represent the ICRC at all Western URCS branch levels as well as all PNS delegations 

  • In close coordination with the Cooperation Department, maintains, develops and expands the ICRC’s relationship with all Movement partners in the AoR in view of:
    1. Keeping the strategic alignment between the PNS, the Federation and the ICRC well respected and implemented for a meaningful and well-coordinated Movement response to the IDPs in the West;
    2. Proactive solution finding in the field of the complex Movement triangulation and strategic positioning with important Movement representative visits to Ukraine.

 C. Political and humanitarian analysis

  • Analyses and gives a regular update on the humanitarian situational development, particularly taking the seasons and its important impact into account. Takes stock of the PNS input and adapt, potentially propose new dynamics, potentially even interventions to assist growing needs in the Western Oblasts. Indicates wholesome analysis that considers potential opportunities and risks for the ICRC. Anticipate as much as possible impacts and contribute to the reflection from a Cooperation perspective in particular:
    1. Oblasts that may be under particular pressure, provide analysis, mitigating measures if any at the authorities’ level, URCS, PNS analysis and potential response;
    2. Elaborates, proposes and defends potential ICRC interventions and actions; 
  • Contributes to the Management's overall reflection on Ukraine’s situation analysis, conflict and humanitarian stakes and dynamics.

Management & Coordination

  • Manages and coordinates the sub-delegation in Lviv as well as all activities implemented and conducted in the 9 Western Oblasts of UA;
  • Develops and maintains a good working atmosphere with colleagues, superiors and all interlocutors, and a well-functioning communication flow within the Delegation;
  • Leads effort to build & maintain a relevant network in the AoR, by developing/updating list of interlocutors; represents the ICRC towards Oblast authorities, URCS, PNSs, the Federation, international organisations, NGOs, external visitors, and participating in regular coordination meetings;
  • Assures any official communication in the 9 Western Oblasts with authorities and other official representations on behalf of the ICRC
  • Contributes analysis of the security, socio-economic, cultural and political environment relevant to the ICRC – with an emphasis on the IDPs situation and consequent analysis/change of action, Movement response and more generally mobilization efforts. For internal purposes and relevant institutional reporting, well-written contributions will be necessary;
  • Contributes to the overall security analysis, monitoring, and if needed, notifications to relevant authorities and arms bearers, particularly for speedy cross-border movements; 
  • Support, Administration & Human Resources Management
  • Ensures acceptable written reporting when relevant, particularly together with the Community Call Center setup and its colleagues, Cooperation and Protection;
  • Ensures office activities and running according to delegation rules and regulations;
  • Timely administrative follow up & internal reporting (e.g. budget follow-up, HR support (appraisals), etc.;
  • Takes necessary steps on accident cases and other needs of the staff members;
  • Leads conflict management sessions as relevant.

 POSITION REQUIREMENTS

  Minimum required knowledge & experience: 

  • University degree or equivalent;
  • Fluent (min C1) in English and one other ICRC working language (French, Spanish, Arabic or Russian); a third language an asset;
  • Computer proficiency;
  • ICRC courses such as the Staff Integration Programme, Leading a Team, Security and Crisis Management;
  • Total 6–10 years' professional experience, ideally including at least 5 years with the ICRC;
  • Good understanding of ICRC programmes;
  • Experience in managing a multidisciplinary team;
  • Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related protection issues;
  • Experience in security management;
  • Experience in building relations with external contacts.
