 The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles. Established in 1863, the ICRC is at the origin of the Geneva Conventions and the International Red Cross and Red Crescent Movement. Please visit   www.icrc.org  for more information. In 2014 and recently, the ICRC expanded its presence in Ukraine. There are more than 600 ICRC staff working in Kyiv, Donetsk, Luhansk, Dnipro, Poltava, Lviv, Odesa and Vynnytsiya.

 Vacancy Notice

 The ICRC Delegation seeks to fill the following position:

 Forensic Specialist 1 based in Poltava

 AIM OF THE POSITION

The Forensic Specialist 1 assists the ICRC in the implementation of forensic programs/activities in the AoR of the Poltava Subdelegation. The Forensic Specialist 1 is part of the Forensic Unit's Team within the delegation. Under the technical supervision of the Forensic Coordinator, s/he assists in formulating and implementing forensic activities and helps to ensure the integration of the ICRC Forensic programs within the delegation operational humanitarian response. When requested s/he represents the ICRC towards external interlocutors relevant to his/her responsibilities and tasks.

 CORE RESPONSIBILITIES 

  • Contributing to the implementation of the forensic program, particularly by providing forensic expertise at PLV Sub-delegation level.
  • Contributing to the Forensic analysis of the context by maintaining an overview of the forensic situation in Ukraine, with specific focus on the AoR of PLV SD (Poltava, Sumy and Kharkiv), particularly institutions involved in the protection and management of the dead and the search and identification of missing persons as a result of the conflict. 
  • Assisting to define/orient the forensic strategy of the delegation, specific objectives, the plan of action, the timeline and the resources required (budget included) in close cooperation with the Forensic Team and staff from other departments, in line with the delegation's objectives.
  • Providing technical expert support and advice to forensic related issues, in relation to the delegation's humanitarian response related to the search for missing persons and identification of bodies resulting from the conflict. 
  • Promoting the implementation of relevant forensic standards including those applicable to the protection and management of deceased persons and the search and identification processes of Missing Persons. 
  • Supporting the strengthening of the capacities of the Medicolegal System and first responders in UA and in particular in the AoR of PVL SD in relation to the search of missing persons and identification of dead bodies resulting from the conflict. 
  • Organizing/ facilitating tailored forensic trainings and workshops aiming at enhancing the capabilities of forensic stakeholder in PLV SD AoR.
  • Representing the ICRC towards the authorities on all matters related to forensics and deceased persons in the AoR of PLV SD.
  • Disseminating the organizations' communications on forensic science and forensic action in humanitarian setting by participating and contributing to internal and external working meetings when required.
  • Providing technical support and follow up on cases registered with the ICRC that require forensic advice/ support and/ or close follow up with both, the families and concerned authorities. 
  • Conducting briefing to internal and external interlocutors on forensic issues relevant to the ICRC and help sensitize on issues related to forensic action armed conflict and other humanitarian settings and thereby ensuring that staff is appropriately knowledgeable about forensic programs. 
  • Providing written and oral reports on forensic meetings, field trips, forensic assessments and other activities, contributing to regular reporting.
  • Participating and contributing towards maintaining an optimal team environment. 
  • Completing all actions in relation to assistance/ donation activities aimed at improving forensic facilities and ensuring the safe management of the dead.
  •  Conducting/ participating in field visits, including traveling to all locations within the area of responsibility of the PLV substructure.

 The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

 POSITION REQUIREMENTS

Education and professional qualifications

  • Postgraduate degree in medical, biological or forensic sciences.
  • Fluent command in English, Ukrainian and Russian.
  • At least 6 years' experience in forensic case work.
  • Contributions to scientific publications on forensic practice, especially in the fields of humanitarian or human rights investigations, a strong asset
  • Experience in negotiations and public relations, particularly in promoting the implementation of professional and ethical standards in his/her field of expertise.
  • Experience in forensic training an asset.
