CONTEXT
The international armed conflict in Ukraine that started in February 2022 has generated dire humanitarian needs and hostilities have caused numerous civilian victims in the Odesa Sub delegation (SD) area of responsibility. Against this background, the ICRC has aimed to scale up its Protection of the Civilian Population Activities (PCP) in the areas covered by the SD, by providing immediate protection and assistance support to civilians, including those injured or killed in the hostilities or their families in a multidisciplinary and address PCP concerns related to the Conduct of Hostilities (CoH), the treatment of manners of civilians, child protection, displacement, access to services.
PURPOSE
The Protection Field Officer 2 (PCP) contributes to the implementation of the Protection of the Civilian Population activities of the ICRC in the Odesa area of responsibility, by collecting information and analyzing events causing casual civilianties as well as information on other IHL violations affecting the civilian population. This includes supporting assessments by other Departments, supporting CIVCAS activities, and other ICRC assistance.
ACCOUNTABILITIES AND RESPONSIBILITIES
The Protection Field Officer 2 carries out the tasks mentioned below under the direct supervision of the Protection Delegate and in support of the various field teams and Management of the SD:
- Contributes to the planning and implementation of the Protection of the Civilian Population activities (PCP), including the civilian casualty program of the ICRC;
- Fosters a multidisciplinary response by the ICRC to address the various needs of the affected civilian population, at individual cases and community levels;
- Provides context analysis and monitors the latest political, economic, and social developments affecting the civilian population and their access to basic needs;
- Collects in a timely manner PCP and context information through various sources, including media, health authorities, security services, civil society, Ukrainian Red Cross Society (URCS), volunteers, etc.;
- Establishes contacts with civilian casualties or their family members (primarily by phone) to assess and identify their humanitarian needs with a multidisciplinary perspective;
- Ensures a comprehensive follow-up of cases for the Organization's accountability;
- Collects information about the circumstances of International Humanitarian Law violations, including civilian casualties' events and the humanitarian consequences, always keeping their best interest in mind and in strict adherence to confidentiality;
- Liaises with civilian casualty focal points of Economic Security, Health Departments, Weapon Contamination (WEC), and/or other Departments depending on the identified needs and supports their assessments for the assistance to civilian casualties or their family members or other activities of the ICRC for the benefit of civilian victims of hostilities;
- Ensures the internal reporting of PCP activities in the area of responsibility and supports reporting on civilian casualty assistance and other ICRC assistance, including entries to the Protection Database;
- May be called upon to carry out other activities towards the protection of civilian persons as requested by the management of the SD.
- Is responsible for creating a conducive environment (multidisciplinary approach, good team dynamics) among their own team members and with other teams.
POSITION REQUIREMENTS
Minimum required knowledge & experience:
- University degree or relevant professional experience;
- 3-5 years' previous professional experiences, for instance in the field of social/political/economic science or similar.
- Excellent command of Ukrainian and Russian; good command of English (C1 minimum);
- computer proficiency;

- Strong communication skills;
- Ability to respect the 7 principles of the Red Cross, in particular the neutrality principle;
- Empathy civilian victims and their family members;
- strong resilience;
- Genuine interest to work in the humanitarian sector;
- High level of motivation, and commitment to accuracy;
