The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

AIM OF THE POSITION

The position will be part of the ICRC water and habitat department in the Sub Delegation (office) of the ICRC in Severodonetsk. This delegation covers the geographical area of the Government Controlled Area of North Luhansk Oblast (SEV AoR).

The position will collaborate with other departments providing expertise, support and technical advice as well as with external partners (e.g. government, utility partners) to identify the projects and coordinate actions.  

The position is based in Severodonetsk and will require extensive travel within this Sub-delegation Area of the Government Controlled Areas of Luhansk Oblast to identify and supervise projects. 

The role of Water and Habitat Department in ICRC is to assess the water and housing needs of victims of armed conflict. The department plans projects to solve the problems encountered, negotiates with local authorities and firms regarding project planning and design, and works on the implementation of the projects and handles all aspects of their management.

Water and habitat staff provide support in all engineering aspects and have expertise in urban water supplies, building construction, hydraulic engineering, and civil engineering.

The position will report to the Water and Habitat Engineer Team Leader of the Water and Habitat Programme in Severodonetsk and will collaborate with the Team composed of two other Engineers and the mentioned Team Leader. 

The position will be assigned specific infrastructure projects within the programme, according to his/her specific expertise and the requirements of the programme and will be expected to contribute and have a good knowledge of other engineer’s projects.

CORE RESPONSIBILITIES

The department identifies, designs and implements infrastructure projects related to:

  • Repair and rehabilitate houses and public buildings damaged by the conflict.
  • Improve conditions at the crossing points between government and non-government-controlled areas 
  • Repair and rehabilitate water supply networks and other utility infrastructure mainly in collaboration with “Popasna VodoKanal”, and is either implemented by this company or by contractors engaged by ICRC
  • Execution, development and management of complete projects from the first assessment to the handover of the project to the final beneficiary

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

 

POSITION REQUIREMENTS

      Education and professional qualifications

  • University degree in civil, structural or hydrological/hydraulic engineering, architecture or similar.
  • Ability to perform rehabilitation of public buildings and their networks (water, power and heating mainly)
  • Good knowledge of water and sanitation and construction engineering in Ukraine
  • Ability to go through technical documentation related to chemical reagents
  • Ability to collect, analyze and validate administrative documentation.
  • Excellent command (spoken and written) of Ukrainian and Russian language. 
  • Working command (spoken and written) of English. Able to draft complex technical reports in English 
  • Proficient in use of drawing software (AutoCAD) and preparation of Bills of Quantity 
  • At least 3 years’ work experience in a related field of activity (experience on the field of water and sanitation networks rehabilitation will be considered as an asset)
  • Good computer literacy (Excel/ Word)
  • Good decision making, planning, organizational, negotiating, and analytical skill
  • Managerial skills and previous experience as Team Manager as Project Engineer, Project Manager or Site Manager
  • Minimum training on the field of Health and Safety, Environmental and Quality Control Assurance will be considered as an asset.
