(maternity leave position), Luhansk based

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk.

AIM OF THE POSITION 

HR Assistant 1 assists in carrying out administrative work and preparing and updating documents for delivering HR services, in line with the ICRC’s and Sub-Delegation policies and the applicable laws and regulations.

 

CORE RESPONSIBILITIES

1/ Human resources management (50%)

  • Provides general secretarial and administrative support on HR matters (updating staff files and contracts, handling correspondences, promotion, registration and filing, disciplinary processes, transfers, etc.);
  • Ensures that information on HR issues under his/her responsibility is shared within the rest of the sub-delegation;
  • Ensures compliance of all the processes with Staff regulations and other ICRC HR internal guidelines;
  • Keeps records (e.g. absences, holidays, etc) and ensures that HR data is of good quality and kept up to date, particularly regarding salary;
  • Provides information and assistance to staff on HR-related matters;
  • Supports and advises the Finance and Admin Manager and line managers on probation follow-up and termination of contracts timely and accurately according HR guidelines;
  • Translates/interprets during meeting, presentations of HR policies and Admin policies, HR related documents.
  • Provides administrative follow-up for recruitment activities.
  • Ensures recruitment process and policy is respected, informs and assists hiring managers and candidates for positions under scope of responsibility.
  • Organizes the recruitment processes: initiates recruitment campaign, receives and pre-selects applications, attends interviews and organizes written tests and technical assessments; 
  • Prepares all hiring documents (order, contract), creates person in HR space. 
  • Conducts HR briefings on the main policies and rules, follow up with line managers on the induction, onboarding activities for new hires.
  • Prepares and maintains reports that are necessary to carry out the functions of the Human Resources department, if necessary or requested.
  • Participates in administrative staff meetings and attends other meetings and seminars as necessary and to represent the department.
  • Provides administrative follow-up for training activities.

2/ Cashier (50%)

  • Responsible of the management of the funds put at his/her disposal by Finance
  • Verifies that all financial information and necessary approvals are gathered before proceeding to the payment of invoices
  • Prepare the weekly payments at the bank.
  • Carries out daily cash count and reconciliation.
  • Assists with the closure of the monthly accounting 
  • Works alongside the accountant and reports on occurred problems without a delay to direct supervisor and accountant.

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

POSITION REQUIREMENTS 

Education and professional qualifications

  • High school, technical colleague or professional diploma in economics, finance or any relevant field. University degree in Human Resources or Business Administration is an asset.
  • 2 years of experience working in the HR department
  • Previous experience as a cashier is a major asset 
  • Good knowledge of spoken & written English;
  • Capacity to adhere to ICRC procedures;
  • Good computer knowledge.
