AIM OF THE POSITION – Duel Position- Health Field Officer WITH biomedical engineering background

Health Field Officer (estimated 60%)

In non-emergency situations, and specific emergency situations, the Health Field Officer 3 guarantees that people living in a defined geographic area have access to quality health care. Interfaces with communities (local leaders, health staff, etc) and internal (ICRC) and external (local authorities, NGO counterparts) stakeholders on health-related issues. Oversees programs and plans and coordinates health activities at field level. (subject to Biomedical workloads and at the direction of Health Co or Deputy Health Co)

Biomedical (estimated 40%) 

Medical equipment specialist ensures that the medical equipment in the health-care facilities supported by the ICRC is functioning properly and in accordance with ICRC standards.

Responsible for all the tasks associated with the need assessments, evaluation, installations, training, commissioning and testing of the medical equipment, furniture and appliances that are to be purchased by ICRC as health-related projects/programs or if an external organization involved then acting as the central ICRC liaison

Creates clear strategies for the provision of medical equipment together with the Health and Logistics teams and oversees their implementation. (subject to Health Field Officer workloads and at the direction of Health Co or Deputy Health Co)

      CORE RESPONSIBILITIES

As a Health Field Officer (60%)

• Assesses, identify and prioritize the health needs of the vulnerable population affected by the conflict in eastern Ukraine.
• Contributes to the development of the ICRC Health operations in Ukraine analysing environment and trends in the health sector.
• Drafts programmatic documents, such as strategic papers, analytical reports, guidelines, standard operational procedures, etc. Prepares reports in written English regarding meetings
• Plans, organizes the distribution of medical material to health facilities as per given objectives and   monitors its use. Supervises junior staff working for the health department and coaches them.

As a certified Biomedical Engineer / or with biomedical engineering background (40%)

• Review and consolidate the equipment lists by type of service. Review their operational performances and make recommendations.
• Support in the planning of the logistic of delivery and installation of equipment.
• Take part in the bid evaluation process in the supplier selections for the medical equipment supply and installation services.
• Support in the supervision of training of the medical staff on operation and maintenance tasks, and records keeping.
• Promote and follow-up medical equipment related projects in the country.

Available to travel on short notice to other places of the country, to evaluate needs and/or bring assistance.

POSITION REQUIREMENTS

    Education and professional qualifications

Certifications / Education / Experience (preferred)

• A first-level university degree in Biomedical Engineering or bio medical career background in medical equipment. (recommended)
• 5 years’ working experience working in a biomedical field with ongoing certifications and
• Or Medical Doctor with biomedical experience.

Professional Experience (Required)

• At least 2 years of progressively responsible experience in medical equipment management, purchase and/or installation and maintenance or formal biomedical qualification.
• Experience with humanitarian project would be a strong asset.
• Fluent written and spoken English with fluent local (Ukrainian) working language.
