Movement cooperation field officer (part-time)

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 18,000 field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 300 ICRC staff working in Kyiv, Sloviansk, Severodonetsk, Mariupol, Donetsk, Luhansk and Odesa.

MOVEMENT COOPERATION FIELD OFFICER (part-time 50% position)

Based in Sloviansk

CORE RESPONSIBILITIES:

• Contributes to implementing the operational partnership between the ICRC and the National Society (NS) by working closely with colleagues and the NS to develop joint procedures and operational arrangements.
• Identifies the NS's strengths and weaknesses to better set strategy and objectives for capacity-building and clearly communicates them to colleagues (also communicates the NS's specific auxiliary status to State authorities).
• Takes trips to the field to prepare and attend joint assessments and/or contribute to NS capacity building.
• Contributes to maintaining a constant overview of the Movement's activities, capacity and affairs.
• Contributes to organizing various Movement meetings
• Ensures that the NS provides operational and financial reports on a regular basis and according to established formats and procedures; provide training and regular coaching in financial management and reporting to NS staff.
• Translates oral communication from Russian/Ukrainian to English and vice versa.
• Drafts standard reports in relation to the RC field of activity and contributes to the sub delegation/delegation written reporting on activities (WoR, BfR, PfR).
• Maintains contacts with authorities at municipal level, local RC Branches, population, suppliers, etc.

The tasks and responsibilities defined above are not exhaustive and can evolve depending on organizational needs.

POSITION REQUIREMENTS

• Vocational or university degree
• 2 years' work experience in a similar field of activity
• Work experience in other humanitarian organizations or experience working for the ICRC or another Movement components (NS and/or International Federation of Red Cross and Red Crescent Societies) is an advantage
• Good knowledge of spoken and written English
• Good computer skills
• Capacity to adhere to and to implement procedures
• Good communication skills
• Good negotiation skills
• Ability to work independently and with initiative
• Rigor, method and analytical skills
