Ukraine Energy Efficiency Fund Project (EEF). The Government of Ukraine has established the Energy Efficiency Fund (EEF) to support energy efficient (EE) modernization of Ukraine's residential housing stock. The EEF will be funded by the Government of Ukraine and will provide grants to homeowners of multi-family buildings to perform EE retrofits in their buildings. To support the Government of Ukraine, the European Union and the Federal Republic of Germany have contributed EUR 100 million into an IFC-managed multi-donor trust fund (MDTF) to provide grant assistance to HOAs to co-finance the implementation of energy efficiency measures in multi-family buildings.

To support the EEF, IFC has launched a comprehensive advisory services project (the Project) that aims to support the EEF, manage donors' contributions and create a market environment conducive for facilitating energy efficient renovation of multi-family buildings in Ukraine. The Project aims to support the EEF in disbursing grants to approximately 5,900 homeowners' associations (HOAs) to co-finance energy efficient renovation in their multi-family buildings facilitating total investment of about $235 million.

The Project consists of the following four components:

1. Supporting the establishment of the EEF and preparing it for operation.
2. Establishing and managing a multi-donor trust fund (MDTF).
3. Building capacity of participating financial institutions (PFI)s.
4. Creating market demand for EE building retrofits.

Purpose of Assignment:

One of the mandates of IFC is to manage EUR100 million donor trust fund (MDTF) which is expected to be disbursed to around 6,000 recipients by 2023. The Analyst will work closely with the Operations Officer/ Grant Controller to assist with reporting on all processes and results related to grants and will be responsible for developing and maintaining a grant applications/disbursement database to support internal and donor controls and periodic reporting.

Scope of Work

The Analyst will work closely with the Operations Officer/ Grant Controller to assist with processing of grant applications, reporting on all processes and results related to grants, developing and maintaining a grant applications/disbursement database to support internal and donor controls and periodic reporting.

Main Duties:

• participate in design and implementation and maintain a database covering all types of data related to grant applications and grants disbursed;
• participate in processing of grant applications by performing tasks as assigned by Grant Controller;
• conduct market and industry analysis, prepare financial projections and modelling;
• aggregate and produce analyses, reports and statistics for internal and donor reporting;
• participate in preparation of semiannual donor reports, presentations to internal and external stakeholders;
• support the Program Manager with other analytical work, as may be required;

Deliverables:

• grant applications processed, filed;
• the database covering all types of data related to grant applications and grants disbursed with options to aggregate and produce reports and statistics as required by internal reporting and/or Program manager; with data updated regularly;
• analytical reports and statistics, financial projections, market analysis when required and in the format agreed.

Requirements

• Bachelor diploma in Data Analytics, Economics, Accounting or relevant spheres;
• At least 5 years of similar work experience, preferably with an international organization;
• Excellent analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy;
• Excellent computer skills, including spreadsheet programs, database management, PowerPoint and word processing;
• Excellent English language skills, excellent writing skills;
• Positive results-focused work ethic, demonstrating diligence and ability to deliver high quality, timely work; and
• Outstanding interpersonal communication skills.
