BACKGROUND 

Organizational Context:

This position is located in the Operations and Advocacy Division (OAD), in the Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies and advocate the rights of people in need.

This position-specific job opening is being published for a position as a Humanitarian Affairs Officer in Dnipro, Ukraine (the duty station may be subject to change, as the operational situation in the country evolves). Under the overall supervision of the Deputy Head of Office for Operations, the Humanitarian Affairs Officer directly reports to the Head of Hub in the respective field office location, the Humanitarian Affairs Officer establishes and maintains strategic partnerships with the UN Agencies, local and international NGOs, partners and engage with national authorities in their area of responsibility, facilitating a results-oriented, principled and coordinated humanitarian response. The Humanitarian Affairs officer will guide, mentor and oversee the work of more junior staff, and contribute to the rational allocation of resources and responsibilities, including acting as an officer in charge of the hub, for the successful fulfillment of the OCHA mandate in Ukraine.

Summary of key functions:

  • Provide technical expertise in the area of field coordination in the assigned region(s) and support the OCHA Office in Ukraine's work on analysis, coordination, and advocacy for preparedness and emergency response.
  • Establish and maintain strategic engagement with all relevant stakeholders (local authorities, UN agencies, NGOs, and other humanitarian actors).

Oversee the work of their team under their supervision and contribute to the rational allocation of resources and responsibilities for the successful fulfillment of the OCHA mandate in Ukraine.

Provide technical expertise in the area of field coordination in the assigned region(s) and support the to OCHA Office in Ukraine's work on analysis, coordination and advocacy for preparedness and emergency response by:

  • Participating in large, complex projects, including disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafting situation reports apprising of the situation to date and specifying unmet requirements of their area of coverage.
  • Monitoring, analyzing, and reporting, in collaboration with other humanitarian organizations, on humanitarian developments, disaster relief/management or emergency situations in assigned country/area following established procedures and channels, taking inclusion and gender considerations.
  • Preparing qualitative/quantitative situation reports, with inputs from relevant humanitarian stakeholders, as well as ad-hoc technical advisory reports, supervising compilation and dissemination of daily, and weekly reports in compliance with established OCHA rules and procedures. 
  • Disseminating relevant information for a principled and coordinated humanitarian response to stakeholders.
  • Undertaking and providing support to technical assistance and other field missions, including inter-agency convoys, in support of needs assessment, monitoring missions or accompanying humanitarian activities, or engaging with key interlocutors.   

Establishing and maintaining strategic engagement with all relevant stakeholders (local authorities, UN agencies, NGOs, and other humanitarian actors) by:

  • Establishing and maintaining contacts with government officials, other UN agencies, non-governmental organizations, key informants, affected people, etc. to ensure effective humanitarian coordination for an effective, timely, people-centered response.
  • Promoting under the Humanitarian Programme Cycle the use of common technical tools, services, and mechanisms for coordination, emergency response, and preparedness.
  • Identifying and developing opportunities for successful networking and partnership building with the national and regional authorities, NGOs/ lNGOs on the ground.
  • Facilitating knowledge-building and knowledge-sharing among NGOs, the UN, and national and local authorities in matters related to strengthening their emergency response capacity.
  • Supporting translation and interpretation services to facilitate engagement with local authorities and/or promote the participation of national NGOs in coordination forums.   

Oversee the work of their team and contribute to the rational allocation of resources and responsibilities for the successful fulfillment of the OCHA mandate by:

  • Providing guidance and supervising new/junior staff.
  • Planning and organization of core activities and responsibilities for the hub.
  • Acting as Officer in Charge as needed.

Performs other related duties, as required.

Qualifications 

Education:  

  • Master's degree or equivalent in political or social science, law, International relations, public administration, or any related field. 

OR

  • A Bachelor’s degree with 2 additional years of relevant experience is accepted in lieu of a Master's degree.

Experience:

  • A minimum of five (5) years (with Masters degree) or (7) years (with Bachelor degree) of progressively responsible experience in coordination, administrative management, humanitarian affairs, or related fields;
  • Sound knowledge and familiarity with the humanitarian and overall social, legal, security, and economic context in the assigned region would be an asset.
  • Profound field experience in the region, including in hard-to-reach areas is desirable.
  • Analytical and reporting experience is an advantage.
  • Familiarity with the UN system and knowledge of UN system rules and procedures is an asset.

Language requirements

  • Fluency in English and Ukrainian (written and spoken) is required. 
  • Fluency in Russian is desirable.
