Position Title: Logistics & Security Manager
Duration: 7 months contract
Start date: 01.04.2024.
Place of work: Ukraine – geographical areas as defined in the Country strategy.


The Logistics & Security Manager is a key member of the country management team. Under the guidance of the Country Director, he is responsible for logistics management such as fleet, fuel, facilities, assets and communications. He must ensure that all logistics operations in the country are compliant and that procurement procedures and contracts management with suppliers are carried out in accordance with donor and humedica e.V. standards.
As Security Manager, he is responsible for overseeing the daily security management and proper use of all humedica e.V. premises, providing instructions for staff on safe behavior in the areas of residence and work, travel outside the office, and field visits. Conducts ongoing monitoring and assessments of the security situation in the country, as well as review and implementation of humedica's security management guidelines and protocols, and advises the team on all security issues, and provides training, mentoring and briefings as appropriate.

The Logistics & Security Manager will have the following duties and responsibilities.

1.    Management procurement and delivery procedures

•    Preparation of procurement plans, warehouse plans, transport plans and distribution plans.
•    Monitoring the supply market and conducting market research and analysis, establishing relations, conducting negotiations with suppliers.
•    Supports partners in the delivery process of relief goods.
•    Understands the current import rules and stay updated on customs regulations and related laws.
•    Develops a concept for receiving relief goods, in collaboration with the relief good officers at HQ


2.    Managing the organization's assets and supplies

•    Ensures stock control, inventory and disposal procedures.
•    Manages the organization's assets and property, organizing quality maintenance, repairs, and insurance.
•    Manages storage facility and warehouse according to local regulation  
•    Manages the purchase according to the procurement procedures of humedica and donor requirements.
•    Implements the organization's vehicle fleet management policy (vehicle registration, insurance, traffic plans, waybills, repairs, driver assignment, fuel consumption control) in accordance with legal requirements. Develops and implements instructions on vehicle safety procedures for all drivers.
•    Ensures the functioning of the organization's office and residential premises, including IT management and communication.


3.    Security - Main duties
•    Ensures the safety of the organization's office, residential and storage facilities. Develops plans, instructions for use and communicates them to employees.
•    Organizes the safe use of the organization's vehicles, instructs drivers on safe behavior on the road, and parking of vehicles.
•    Applies the Safety and Security guidelines of humedica
•    Adapt all relevant security policies, checks and SOPs to the work context
•    Responsible for the travel security of the staff, which includes risk analysis, briefings, monitoring, and approval process
•    Updates regularly the Country safety plan.
•    Create and maintain an active information network, including NGOs, military, etc., to obtain reliable security information.
•    Provide timely and accurate security information in accordance with the context of the area.
•    Ensures the IT-Safety of office equipment and the IT-security trainings for local staff.

4.    Reporting to

•    Country Director of humedica e. V. in Ukraine
•    Project Manager

5.    Required Skills and Experience

Education / Qualification

•    University Degree or its International Equivalent in Supply Chain, Logistics, Economics, Social sciences, or related qualification.
•    At least 2 years of experience as logistician in emergency settings
•    At least 2 years of experience in security management in high-risk settings
•    Ability to work well in unstable and frequently changing security environments
•    Familiar with NGO working environments and standard procedures
•    Familiar with donor procedures
•    Organized and good coordination / project management skills
•    Excellent communication skills in English and Ukrainian
•    Proven capacity to train others
•    Essential computer literacy (word, excel, internet)

Language requirements:
•    Fluency in spoken and written Ukrainian.
•    Proficiency in spoken and written English.
•    German and Russian language skills are an asset.
