Job Title: Project Officer (Digital Learning Centres)

Reporting to: Project Manager, Education

Contract Type: Full time (37,5 hours per week)

Contract Duration: Until 28 February 2025 (with possibility to extend, subject to funds confirmation)

Principal Location:Kyiv, Ukraine


Part 1:  Role Purpose:

Street Child is seeking a person who eager to be involved in supporting the response to the humanitarian crisis in Ukraine caused by Russian military assault. This is a fantastic opportunity to become a member of well-established international organisation and its growing team in Ukraine. The role will require a motivated and enthusiastic candidate to complement to one-year project and be responsible for any Education and Child Protection activities related to its implementation. 

Street Child is looking for a person with experience and knowledge in working in humanitarian context with a strong emphasize on education interventions. This position requires a motivated and enthusiastic candidate to support establishment of digital learning centers, learning spaces, child friendly spaces (hereafter DLC) all over Ukraine but mostly in Dnipropetrovsk, Sumy, Chernihiv oblasts, communicate with different stakeholders including local government, implementing partners of Street Child Ukraine, school principals, teachers, construction companies, etc. These DLCs will allow children and teachers from the most war-affected regions to receive education services, psychosocial support regain social connection with peers and receive psychological support services.

Street Child is looking for a person with experience contributing to education projects, overseeing physical creation or rehabilitation of learning spaces and organising learning process for children. This person will be responsible for the implementation of day-to-day projects activities and under the guidance of the project manager, will ensure that the project is implemented according to project plans and work frames with maximum quality.

This is a demanding role and is suited to individuals who enjoy being busy and involved in a variety of tasks. Part 2:  Key Responsibilities:

1) Project Delivery and management (60%) 

• Contribute to the planning, organization, coordination and control of project tasks by ensuring compliance with Street Child procedures and donor requirements,

•  Leading the process of establishing and opening DLCs, from the point of identification of the location and communication with local stakeholders and then supervision of repair works, recruitment of staff for the centre, promotion to attract beneficiaries, 

• Operation of the DLC, performance monitoring and support,

• Collaborate with Project Manager to monitor project performance and progress, advise on improvements and support lesson learning mechanisms,

• Manage procurement of IT and education equipment for DLCs according to procurement policies,

• Identify gaps and areas of improvement of the project and provide appropriate actions

• Provide data analysis for the purposes of review and reporting to the donor,

• Support the process of submitting high quality reports in line with deadlines to the donors,

• Provide technical and administrative support throughout all stages of the project 

• Conduct project evaluation and contribute to preparation of project reports.

 2) Communication (30%) 

• Collaborate and consult with local authorities or local partners to identify premises for DLCs and ensure timely project implementation and the highest quality of results,

• Cooperate with contractors and service providers that will be involved in the repair and equipping of the DLCs,

• Collaborate with local schools and teachers to attract beneficiaries for DLCs,

• Communication with DLC staff on a day-to-day basis,

• Support information sharing among the project actors.

3) Representation (10%) 

• Represent Street Child and the programme at various meetings, including cluster, government meetings,

• Support Project Manager in presenting program deliverables to the donors and humanitarian stakeholders.

4) Other 

• A strong commitment to Street Child’s vision, mission, and values,

• Adhere to all Street Child’s policies and procedures ,

• Carry out all reasonable requests that are within the broad remit of the role.

Part 3:  Person Specification

Experience and Knowledge

• Previous experience in opening or managing digital learning spaces, child-friendly centres, kindergartens, schools or other educational facilities of a small size,

• Experience of interaction with the authorities, 

• Experience in getting permits from the authorities,

• Understanding of educational needs and requirements, 

 • At least one year of experience in a project supporting an educational project with similar responsibilities,

• Knowledge of construction standards,

• Experience working with Office tools.

 • Working knowledge of humanitarian standards and principles is considered beneficial,

• Knowledge of pedagogical methods and teaching strategies is considered beneficial.

Skills and Abilities

• Excellent written and spoken Ukrainian language skills 

• Knowledge of project control and implementation 

• Proven capabilities in working in team, excellent interpersonal, listening and communication skills

• Excellent organisational and communication skills

• Experience on presenting information to a group of people, delivering presentations, 

• Demonstrated experience to work under pressure and tight deadlines 

• Creative and innovative approach to project implementation

•     Excellent written and spoken Ukrainian language skills 

• Able and willing to travel, sometimes in insecure environments

• Ability to set tasks, and priorities and achieve it in time

• A ‘can-do’ attitude 

• Excellent written and spoken English language skills is considered beneficial,

 Education / Qualifications

• Bachelor’s Degree or Higher in Education, Management, construction and architecture or related field

• Bachelor’s Degree or Higher in construction and architecture or related field is considered beneficial
