Local Administrator

Role: Local Project Administrator

Place of work: Ukraine, Poltava

Terms: 12-month continuous and coordinated collaboration contract

MAIN RESPONSIBILITIES AND ACTIVITIES

 The selected person will report to the Project Coordinator(s), the AVSI Project Manager, the General Coordinator, the International Project Manager and the Administrative Coordinator of the MEDU office in Rome. His or her main responsibilities and activities will be as follows:

  Resides in the vicinity of the AVSI- MEDU office Poltava;

  • Ensures proper accounting and administrative management of the MEDU portion of the project responsibility;
  • Is responsible for financial planning of the project part of MEDU responsibility;
  • Manages relations with the project funder with regard to administrative and financial matters, under the supervision of the Project Coordinator and the Project Leader;
  • Manages the general accounting of MEDU's activities in the regions to the east: accounting entry of purchase invoices, first notes, cash and bank movements, salaries, management of expense reimbursements, reconciliation of bank and cash statements, verification and accounting of monthly expense reports of local staff, preparation of documentation for purchases, filing of accounting and tax documents, in accordance with the funder's procedures; bookkeeping; administrative management of personnel with the support of the labor consultant (contracts, insurance, payslips and payments, etc.);
  • Prepares monthly financial and accounting reports to be sent to headquarters coordination;
  • Prepares reports and statements, interim and final, to be sent to the lender and all documentation required by existing administrative procedures;
  • Coordinates the work of any external consultants (accountant, labor consultant);
  • Manages relations with the bank and the relevant agencies in fiscal matters;
  • Defines and activates internal procedures aimed at developing and rationalizing administrative services, management control, and financial monitoring, in accordance with the current tax system in Ukraine;
  • Manages cash on hand for the project team in the regions to the east of Ukraine.

REQUIREMENTS

  • Bachelor's degree in business discipline;
  • Minimum 3 years of work experience in administration/finance of social projects and/or a non-profit organization;
  • Minimum 2 years of work experience in administrative and financial management (planning and monitoring) of international cooperation projects in the humanitarian sector abroad;
  • Experience in managing external audits in humanitarian projects;
  • Excellent knowledge of the English language;
  • Knowledge of PCM;
  • Knowledge of the administrative procedures of major institutional donors (United Nations, MAECI  AICS, European Union);
  • Adherence to the principles of humanitarian action;
  • Interest in humanitarian and human rights issues;
  • Problem-solving;
  • Flexibility;
  • Sense of initiative and leadership;
  • Ability to work independently and in teams;
  • Organizational and management skills;
  • Knowledge in human resource management;
  • Negotiation skills;
  • Good computer skills (excel).

 OTHER DESIRED REQUIREMENTS.

  • Postgraduate training in human rights, project management, immigration law, public health;
  • Previous work experience with non-profit organizations in the health and social field;
  • Prior to work experience on the topic of forced migration and access to care;
  • Knowledge of the Italian language;
  • B driver's license.
