Finance Manager (Financial Operations & Transactions)

HEKS/EPER is looking Finance Manager. Base in Dnipro with the regular of field trips.

Job objective

Responsible for overseeing the financial operations including accounting management, treasury management, supplier payment oversight, and financial information reporting.

Tasks and responsibilities

Accounting and Financial Management:

• Manage day-to-day accounting operations, ensuring accurate record keeping.
• Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash.
• Oversee month-end and year-end close processes.

Treasury and Cash Flow Management:

• Manage organizational cash flow and forecasting.
• Optimize handling of bank and deposit relationships and initiate appropriate strategies to enhance cash positions.
• Monitor and manage the organization's bank accounts and liquidity.

Supplier Payment and Procurement Financial Oversight:

• Ensure timely and accurate processing of invoices, checks, and reimbursement requests.
• Collaborate with the procurement team to align financial operations with procurement processes.
• Manage and monitor systems for vendor and third-party payments.

Accounting Reporting and Compliance:

• Prepare, analyze, and present financial reports in an accurate and timely manner.
• Ensure compliance with accounting policies and regulatory reporting requirements.
• Coordinate with external auditors and provide needed information for the annual audit

Working Relationship:

The Finance Manager reports directly to the Finance Coordinator. S/he will work closely with the other Finance Manager and the rest of the Finance Department. S/he will directly report to the Program Manager. S/he will work closely with Team Leaders, Cash Specialists, other Field Officers, and Project Assistants. S/he will coordinate with other managers (from the different program departments, from the logistics department, from the security department, from the Grant department, from the MEAL department and from the operations department), as required for interdisciplinary collaboration, to provide tactical support in financial operational planning, execution and monitoring.

Team management

Number of people to manage and their position:

1. Directly manage 1 finance officer, providing close supervision and support.

2. Assist other officers or assistants under the supervision of Field Ops Managers or the Finance Coordinator.

Qualification and Specific Knowledge

Educational Qualifications:

• Bachelor’s degree in Finance, Accounting, or a related field.

Experience:

• At least 5 years of experience in accounting and financial operations.
• NGO experience is an advantage

Required Skills and Competencies:

• Strong knowledge of accounting principles and practices.
• Excellent problem-solving and decision-making skills.

Language Requirements:

• Fluency in English and Ukrainian/Russian.

Other Desirable Qualities:

• High attention to detail and accuracy.
• Strong leadership and team management skills.
