The primary function of the WASH Engineer includes supporting the team in the field, conducting rapid assessment, gathering data about needs in IDP Centers, Health Care Facilities and on affected areas (Odesa, Mykolayiv and Kherson regions) with local Authorities, Vodokanals and NGO’s, execution of building measurements, scope of works and bill of quantities for WASH minor rehabilitation (rehabilitation of shower rooms, toilets, etc.), working with design and estimate documentation, preparing procurement requests with WASH Specialist, supporting procurement with Logistics team, control of contractors (before, during and after the project finishing), maintenance and operating with mobile water treatment units, providing donation and lending procedure with Partners, preparing weekly (monthly) report and weekly (monthly) plan about WASH activities.

Project HOPE’s USAID/BHA funded work in Ukraine includes aspects of community health and hygiene promotion, the distribution of hygiene kits, support to communities and healthcare facilities with water trucking, as well as specialized WASH related activities in Hospitals. Project activities in the hospitals will be primarily implemented by a partner working in collaboration with Project HOPE. The WASH Engineer will be responsible of supporting these relationships from technical side in field and implementing of WASH activities.

Responsibilities:  

• Searching contacts and building relations with Partners (Local authorities, Vodokanals, NGO’s, Health care facilities, IDP Centers, etc.) 

• Assessment of WASH needs, building measurements. 

• Determining the appropriate equipment according to needs   

• Creating Scope of Works, Bill of Quantities, simplified project, communication scheme, Determination of the projected cost of works, working with budget lines 

• Working with estimate documentation 

• Preparing of Procurement requests 

• Track/verify the respective WASH procurements 

• Determine needs, transportation and distribution data in coordination with WASH Specialist, Program Manager, Program Director, Logistics Team, Compliance department. 

• Provide operational information that will be used for the allocation of items. 

• Liaise with local NGO’s, local authorities, municipal enterprises to provide implementation of local population needs. 

• Implement the appropriate supervisory, monitoring and evaluation systems for Emergency WASH interventions. 

• Work closely with program support functions (logistics and finance departments) for Emergency WASH program supplies and activities planning. 

• Work closely in communication with partners and follow up as necessary to ensure timely data received. 

• Control of project implementation deadlines, quality of goods and equipment, relations with contractors, quality of works.

• Preparation of progress reports on construction activities, according to the agreed timeframe of works and submission to the Team Lead 

• Monitor the progress of work, identify existing problems and provide appropriate solutions in agreement with the Team Leader 

• Donation and lending of goods and equipment 

• Consultations and technical support of maintenance and operations of donated and leased equipment 

• Preparing weekly (monthly) plan and consolidated report about WASH activities 

• Coordinate the release of WASH stock items to the requester from Project HOPE warehouse after receiving endorsement from WASH Specialist. 

• Prepare implementation agreements, donations, and other necessary documents related to the WASH Activities. 

• Ensure Project HOPE and donor visibility during distribution, donation or lending. x

• Perform such other duties as may be assigned.  

Experience and technical competencies:

Essential:

• Bachelor’s Degree in technical field (water, energy, construction) or related field.
• At least 1 year experience in technical field (water, energy, construction) .
• Excellent computer skills in MS Word & Excel

Desirable:

• Flexible & willing to travel to other field locations.
• Experience with NGOs and WASH Sector
• Driving license

Languages:

• Fluency in local spoken languages. Upper-Intermediate in written and spoken English.

- Облаштування та реконструкція водних об'єктів;

- Розробка та впровадження програм з просвітництва з питань гігієни та санітарії.

Вимоги:

- Вища технічна освіта в галузі гідротехніки, санітарної інженерії або еквівалентна;

- Досвід роботи в сфері гігієни та санітарії принаймні 3 роки;

- Знання міжнародних стандартів та законодавства з питань водопостачання та санітарії;

- Вміння працювати в команді та з місцевими партнерами;

- Відповідальність та орієнтованість на результат.
