Reporting Lines/Line Management: SRHR Program Manager

The Health and Sexual and Reproductive Health (SRH) Coordinator will be one of the key positions within CARE's SRH team in Ukraine.

Under the direct supervision of the Sexual and Reproductive Health and Rights Program Manager, the Health and SRH Coordinator will contribute and provide support to the operation of CARE's Health and SRH program across the whole of Ukraine. S/he will manage, and gradually strengthen the capacity of CARE's implementing partners, as well as potentially through direct implementation, ensuring coordination with relevant health authorities and institutions. Managing a health team to maintain quality implementation of Health and SRH activities. 

For this purpose, the position holder cooperates with the local government, national and international non-governmental organizations and other humanitarian actors operating in the area of Health and SRH, provides programmatic and technical guidance for the implementation of the interventions of CARE Ukraine in Health and SRH sphere at the humanitarian and early recovery stages.

The Health and SRH Coordinator is primarily responsible for coordinating and monitoring the Health and Sexual and Reproductive Health (SRH) interventions in the field. S/he will be the Focal Point for coordination, implementation, monitoring and reporting on Health and SRH activities, including HIV and health system response to GBV. The coordinator will support the implementation of Health and SRH initiatives as well as monitor and report on progress; with strategies to include advocacy for right to health and SRH services, ensuring quality of care for services offered through facilitation for capacity building, provision of health and SRH supplies, and monitoring of Health and SRH activities.

RESPONSIBILITIES

Project Implementation:

  • Working with the SRHR Program Manager to support the day-to-day implementation of the health and SRH program in Ukraine 
  • Manage sub-grants to implementing partners responsible for implementing health and SRH activities.
  • Day-to-day follow-up with the implementing partners and support in arranging training for partners as needed.
  • Contribute to the development of project tools, including assessment questionnaires to be entered into electronic data collection platforms.
  • Ensure health and SRH project activities are on track and adhere to project proposals, implementation plans, budgets, and both donors and CARE regulations.
  • Support the PM by overseeing ongoing technical assessment processes, generating high-quality assessments reports and sharing assessment reports, and engaging with relevant humanitarian actors.
  • Working closely with the PQ (program quality) team, ensure necessary monitoring systems are in place.
  • Support M&E and technical teams with monitoring and data collection activities for the health and SRH projects as needed.
  • Prepare inputs for coordination mechanisms (5Ws).
  • Support external representation as needed, especially in meetings with implementing partners, Health Cluster, SRH TWG, and all relevant working groups.
  • Prepare all narrative reports requested by CARE offices and donors as per the related IPIA and reporting schedule. 
  • Prepare donor updates and reports as needed.

Financial/Asset Management:

  • Support procurement and financial processes related to health and SRH projects, and ensure they are in line with CARE policies and procedures.
  • Ensure that Project expenditure is being coded correctly and consistently (that is allocated to correct budget lines) and that donor funds are used solely for the purposes for which they were granted and in accordance with relevant CARE Country Office and donor guidelines, rules, and regulations .
  • Working closely with the SRHR Program Manager and Finance Team to review and approve partner expenses and reports.
  • Support the SRHR Program Manager and the Finance/Grants teams in reviewing and finalizing the financial reports (monthly, interim and final).

Personnel Management:

  • Develop, define, and maintain updated job descriptions for SRH Officers in the Field Offices.
  • Ensure that all staff clearly understand their roles and responsibilities. Identify the key skills required by all Project staff to effectively fulfill their designated roles and where necessary suggest or plan staff training to fulfill such needs as well as provide on-the-job training and coaching/mentoring.
  • Ensure that staff participate in the development of project weekly/monthly work plans.
  • At all times ensure the safety and security of all Project staff in line with CARE Country Office policies and procedures.

 Program Development:

  • Support the SRHR Program Manager and the Assistant Country Director Program in the development of new proposals and in the preparation of the full proposal package including high quality partner budgets based on the needs on the ground. 
  • Contribute to business development and proposal development related to primary health care with a focus on non-communicable diseases and mental health support in coordination with local partners.  
  • Support the Program Manager on SRH and Health technical assessments in coordination with other CARE thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of gender needs. 
  • Provide technical advice and capacity building to partners in areas of Health and SRH including to the development of trainings and on the job coaching of health care providers. 
  • Play a lead role in monitoring and evaluation (M&E) activities for health and SRH response including development and monitoring of health indicators program, monitoring implementation of health services and identify barriers to accessing healthcare for beneficiaries.  
  • Prepare timely program and donor reports on project activities when requested by the SRH Program Manager in compliance with CARE Germany's requirements and any relevant external donor requirements. 

Coordination 

  • Identify health and SRH supply needs and coordinate with the procurement and logistics team to put in place a sensible phased procurement plan for medicines and equipment for health facilities or mobile health teams. 
  • Ensure that CARE's work is coordinated with the efforts of other government agencies and cluster systems and the international humanitarian cluster system and most notably the Health cluster. Participate in clusters and thematic working groups as requested with the SRH manager and share updates within CARE.

Education and Certifications 

  • University degree in public health, gender, mental health, social work, or related discipline. 
  • Clinical degree such as paramedical, nurse, midwife or doctor advantageous.  

Experience

Required:

  • At least 5 years in Health and SRH programming. 
  • 2-3 years in emergency response and/or fragile contexts 
  • Previous experience of health program coordination and working with local health authorities in Ukraine. 
  • Good understanding of Ukrainian public health system. 
  • Preferred experienced working with mental health (MHPSS) and non-communicable diseases (NCDs) 
  • Previous experience of managing health and SRH team 
  • Previous experience of Health project management and program coordination, implementing Health and SRH programs. 
  • Demonstrated experience working with local partners utilizing meaningful and respectful partnership approaches 
  • Demonstrated monitoring and evaluation skills 
  • Experience of representation and ability to represent CARE effectively in external forums. 
  • Experience of preparing successful funding proposals for donors for health programming. 
  • A high level of written and spoken English 
  • Proven experience with capacity building of technical staff including health providers including facilitation of health technical trainings. 
  • Ability to write clear and well-argued assessments and project reports 
  • Excellent communication skills 
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy 
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances. 
  • Commitment to the aims and principles of CARE, particularly concerning gender equity in emergency programs. 
  • Fluency in Ukrainian language in a MUST
  • proficiency in English.
