Government Relations Specialist (Fiscal Affairs)

MAIN ACCOUNTABILITIES:

• Monitor, report and analyze regulatory trends and legislative initiatives in the areas of fiscal, customs regulation and international trade
• Contribute to the development and execution of Fiscal Strategy, basic and long-term budget
• Develop regulatory and legislative proposals (in particular on tax law), submission, analysis, letters, presentations, provide with guidance and perspectives on emerging issues, fiscal and international trade regulation developments
• Advocate company's position on different issues among competitors, government representatives, stakeholders
• Maintain and build constructive and lasting relations with key stakeholders, relevant government authorities and NGOs
• Support and update colleagues from other functions (Financial, Planning, Law, etc.) regarding fiscal trends and initiatives, when it's necessary
• Facilitate and enhance cooperation and expertise sharing between the company and appropriate financial authorities

REQUIREMENTS:

• University degree (Law, Economics, International Relations)
• 2-3 years of relevant experience preferably in governmental organizations
• Advanced spoken and written English, Ukrainian and Russian
• Knowledge of the legislative and executive processes, laws, government regulations, standards and regulatory and methodological materials on issues related to Fiscal Affairs
• Have a general knowledge of main European Directives relating to tobacco (Council Directive 2011/64/EU of 21 June 2011, Directive 2014/40/EU of the European Parliament and of the Council of 3 April 2014)
• Be generally acquainted with novel tobacco products' category such as Electronically Heated Tobacco Products (IQOS, glo, etc.), liquids for electronic cigarettes, etc
