Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII)” to fill the position:

Senior Technical Advisor Capacity Development for Climate Policy (full-time, Kyiv)

(internal SAP code: Senior Climate Change Advisor)

The regional project Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII) works in the project region on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK). 

  • Selected measures (advisory services, implementation of dialogue events, pilot projects, studies, etc.) are implemented in very close coordination with the client to strengthen capacities for ambitious climate protection policies. 
  • Cooperation with selected partner countries - including Ukraine, which has recently received EU co-financing - on a longer-term basis and support to the implementation processes of the respective national commitments to implement the Paris Climate Agreement and the EU Association Agreement. Experience gained and project results achieved are made available to the partner countries and are fed into the international expert committees and networks. 

In Ukraine CDCPIII supports the establishment of a Climate Innovation Resource and Consultative Centre (the “Ukrainian Climate Office”) with an EU co-financed measure and thus strengthens the capacity of government, companies and NGOs/CSOs for climate protection measures. The objective of the measure in Ukraine is to significantly contribute to the achievement of climate neutrality in Ukraine in 2060. Therefore, the cooperation advises the preparation of policies and implementation of measures in Ukraine that effectively support the transition to a climate-neutral, clean, resource-efficient and secure energy supply and use. 

The Senior Technical Advisor is responsible for:

  • Providing technical, strategic and organizational advice to the responsible GIZ project leader, the Ukrainian Ministry for Environment Protection and Natural Resources (MEPR) and other relevant partner institutions;
  • Supporting concept development for an effective Ukraine climate governance architecture;
  • Contributing to the coordination and technical inputs to the Ukrainian government for the support of an update of the long-term low emissions development strategy and possible financing mechanisms;
  • Providing technical input and coordination support for the drafting of laws and by-laws;
  • Giving technical advice on the further development of mitigation and adaptation policies and mechanisms as well as finance mobilization;
  • Facilitating research on decarbonization potential in different sectors and supporting the green transition for various key groups;
  • Providing continuous ad-hoc support and advice on urgent issues;
  • Managing consulting projects and other tasks related to project implementation, including procurement and quality assurance of deliverables;
  • Planning and organizing meetings and workshops, and keeping records of proceedings as well as progress reporting;
  • Coordinating and aligning with other initiatives and private sector representatives to enhance partnerships and promote alignment.

Required qualifications and experience:

  • At least 10 years of experience in climate policy or related areas as well as project implementation and management;
  • In-depth knowledge of climate policy, green investment, market mechanisms, just transition and their implementation in Ukraine;
  • Proven experience working on climate policy implementation, particularly in the infrastructure, energy or transportation sectors;
  • Strong partnerships and engagement skills with a range of stakeholders, including government, private sector, and non-profits;
  • Experience in preparing and conducting stakeholder engagement sessions;
  • A strong understanding of the climate change project pipeline development process;
  • Fluency in English and Ukrainian, with excellent ITC skills;
  • High flexibility and ability to proactively engage in new and varied assignments, with strong interpersonal skills.
