Finance Manager (full-time, Kyiv)

The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Swiss State Secretariat for Economic Affairs (SECO) and implemented by GIZ. It supports, besides the Ministry for Communities and Territories Development of Ukraine, 8 cities in the country in applying integrated and participatory planning approaches. For that purpose, the project will coordinate and cooperate with a broad range of local/national and international partners and stakeholders.

Key responsibilities:

  • Advise Good Governance Cluster program directors on financial matters, lead financial management of programs, and contribute to financial monitoring at the cluster level.
  • Cost planning and monitoring for programs in the Good Governance Cluster. 
  • Expenditure planning and monitoring for programs in the Good Governance Cluster. 
  • Analyze financials (costs and expenditures) in programs, contribute to Cluster-level financial planning and monitoring, and proactively manage deviations from financial plans. 
  • Maintain financial planning systems for programs, including onsiteOperations, onsiteReporting, SAP, etc. 
  • Manage receivables. This includes checking of booking and debit of receivables via country office and headquarters, request rebookings via country office or headquarters were needed
  • Prepare delegations and rules of signatures for projects.
  • Prepare financial audits and ensure that all related requirements of internal controls (IK) are met and annual controls are being prepared and conducted appropriately.
  • Prepare and provide various information at the request of the financial department of the country office or projects.
  • Participate the finance/accounting department of GIZ Good Governance Cluster Ukraine in regular administrative meetings with GIZ Country Office and other projects.
  • Coordinate communication of the finance department with the cluster coordinator and project directors; initiates joint meetings upon request.
  • Ensure that financial administration of projects fully meet GIZ standards, procedures, and requirements.
  • annual/monthly financial planning (PFM), monitoring and accounting for the assigned energy efficiency projects. 
  • Ensure good communication and flow of information within the projects/programme and with the GIZ country office.

Required qualifications, competences and experience

  • University degree in relevant specialisation and qualification in accounting, finance, business administration or project management desirable (equivalent of BA or MBA).
  • At least 5 years’ professional experience in a comparable position
  • Knowledge of project and financial management (costs and expenditures) at GIZ is an asset
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Excel or PowerBI in particular)
  • Native written and spoken Ukrainian and Russian. Very good knowledge of English and, ideally, of German
  • In-depth understanding of financial planning and accounting (cost and expenditure) and attention to details with regards to numbers and regulations.
  • Broad experience of management and administration
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Passion for digital (financial) management systems and project management 
  • Hands-on project manager driven by making or helping to make data driven decisions and delivering results in a dynamic environment.
  • An independent and result-oriented approach, flexibility, self-organization and ability to withstand stress as well as intercultural competencies  

Employment conditions

Full-time position with 40-hours working week. The contract duration is till December 2023. Starting as soon as possible.
