Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S21)” to fill the position: 

Junior Energy Specialist (full time, Kyiv)

The Junior Energy Specialist is a team member (advisor) in the GIZ-project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S2I)”. This project is funded by the Germany Ministry of Environment BMUB) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Regional Development, Building and Housing (MinRegion). 

In addition, the Junior Energy Specialist ensures synergies with the project “Energy efficient district Lviv”. The Junior Energy Specialist supports those project components that have a direct link to the S2I-project, for instance the component on the municipal support programme and the component on knowledge sharing. 

The objective of the project is to support the operationalisation of the Ukraine Energy Efficiency Fund (EEF), especially its technical function. In addition, the project supports in coordinating Technical Assistance (TA) services provided by other international institutions as well as contributing to the overall housing and municipal services agenda in Ukraine

Areas of responsibility

  • The junior energy specialist provides support for the team leader and other experts for whom the junior energy specialist performs technical tasks.
  • Coordinating project activities.
  • Carrying out specific research tasks which are required for planning the implementation of projects or programmes.
  • Carrying out specific tasks in connection with knowledge management for the project.
  • The junior energy specialist provides support for the team leader in carrying out project activities.
  • Puts together an overview of project activities, deadlines etc. and presents this regularly at team meetings e.g. via Kanban board.
  • Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results.
  • Supports cross-project activities in the IKI-Project portfolio as well as cluster-wide activities.
  • Assists with recording and documenting the results of all activities.
  • Draws up media analyses, participates in fora and public hearings on issues directly connected with the project.
  • Assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects.
  • Orders and distributes PR materials on the project as well as GIZ PR materials; assists with PR work for the project.
  • Assists short-term experts assigned to projects in completing their tasks.
  • In consultation with the manager or expert, prepares and carries out qualitative research projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data).

Requirements

  • University degree in an area that is related to the project objectives, especially the field of Energy policy, Energy Efficiency, Residential Buildings.
  • Initial experience (internship or similar) in the required area.
  • Good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Teams, MS Office, Access or other database programme).
  • Excellent capabilities in working in a structured and result oriented manner; high professionalism and reason-based argumentation.
  • Full working level command of Ukrainian, Russian, English. German knowledge should be aspired if not yet existent.
  • Experience of project management and research experience in the Energy sphere of Ukraine is desirable.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions

Full-time position with a 40-hours working week. The contract duration is till March 2025. 

Start date is as soon as possible.
