Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Energy and Climate Sector to fill the position of the 

Administrative/Financial Professional (full time, Kyiv)

The Energy and Climate Sector of GIZ Ukraine comprises various projects related to fostering sustainable energy and climate policies and actions in Ukraine. Energy efficiency and climate sector projects implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German government to support Ukraine on its way to transforming into energy efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level and companies in private sector. There are 7 projects in the Sector portfolio. In their operations, they are supported by Finance and Procurement Units that provide services such as financial bookkeeping, monitoring and planning, as well as procurement of goods and services, in order to guarantee the successful implementation of the technical assistance activities. The position of Administrative/Finance Professional will be part of the Finance Unit and will hence support all projects within the Energy and Climate Cluster.

Responsibilities:

  • Ensuring that financial administration of projects fully meet GIZ standards, procedures, requirements.
  • Effectively coordinating with the staff of the finance team in Country Office or the relevant department at GIZ Head Office.
  • Doing cash payments and deposits at the bank.
  • Managing financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers.
  • Managing annual/monthly financial planning (PFM), monitoring and accounting for the assigned energy efficiency projects.
  • Ensuring that local contracts are monitored and settled.
  • OEZ and Grant Agreement financial reports controlling.
  • Ensuring that financial and administrative regulations are complied.
  • Ensuring good communication and flow of information within the projects/programme and with the GIZ country office.
  • Providing finance related administrative services for the projects.
  • Ensuring compliance with the FIMO.
  • Ensuring that all related requirements of internal controls (IK) are met and annual controls are being prepared and conducted appropriately.

Tasks

Financial services

The incumbent self-responsibly

  • prepares local budget planning (monthly as well as yearly) and coordinates monthly finance requests from all relevant team members;
  • monitors expenses in accordance with the budget and keeps continuously available an encompassing, structured and clear overview of local obligos (commitments) and expected/upcoming payments;
  • manages and monitors the monthly accounting and financial plans;
  • initiates and conducts cash withdrawals for projects;
  • releasing payments via Internet banking according to mandate and rules of signature;
  • ensures the accuracy of bank account, cash and documents and can provide proper documentation for unexpected cash checks at any point of time;
  • checks requests for funds before release;
  • monitors real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation;
  • consults partners and contractors effectively on GIZ requirements in terms of financial documentation;
  • in terms of financial documents moderates between country office and contractors whenever necessary in order to achieve appropriate solutions in a goal-oriented manner;
  • prepares and keeps updated, clear and structured presentations, guidelines, and checklists on relevant financial topics available to provide effective support to all team members and ensure that processes are running smoothly.

General services for GIZ-assisted projects/programmes 

The incumbent self-responsibly

  • ensures that financial/budget information is exchanged between all relevant project members and in special cases also to partners and other institutions;
  • coordinates with the GIZ office on the mode of financial service delivery;
  • is responsible for filing relevant financial documents in reference files or in DMS in line with GIZ’s filing rules;
  • manages confidential the finance files;
  • supports the preparation of financial contributions;
  • prepares reports from SAP;
  • prepares data and documents for smoothly processing of expert and consulting contracts and local grant agreements (during implementation and finalization phase) in coordination with the country office;
  • accounts of expert and consulting contracts, local grant agreements according to GIZ-standards. 


Other duties/additional tasks

The incumbent self-responsibly

  • reports all problems with financial administration and compliance without delay;
  • is responsible for filing financial documents in accordance with GIZ rules;
  • conducts internal trainings upon request;
  • performs other duties and tasks at the request of management.

Required qualifications, competences and experience

  • University degree in relevant specialization and qualification in business administration desirable (equivalent of BA or MBA);
  • at least 3 years’ professional experience in a comparable position;
  • in-depth knowledge of accounting software;
  • good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office);
  • confidential handling of data and information;
  • very good knowledge of the European language widely used in the country (English), ideally a knowledge of German;
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
  • an independent and result-oriented approach, flexibility, self-organization and ability to withstand stress as well as intercultural competencies.

Employment conditions

Full-time position with 40-hours working week. The contract duration is 3 years. Starting in June 2021.
