Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified staff member for the Programme Migration & Diaspora to fill the position of an 

 

Advisor on Migration & Diaspora (Kyiv, full time)

 

The Programme Migration & Diaspora (former name Programme Migration for Development) is being implemented in Ukraine since 2008. Main fields of action are the engagement of returning experts in a long-term perspective and short-term experts in order to strengthen the institutional capacities of local employers through knowledge exchange and knowledge transfer. The programme supports diaspora organizations which are contributing together with partner institution via implementing a project to the development of Ukraine through knowledge transfer and knowledge exchange.

Responsibilities:

  • Develop, implement, monitor and steer the Ukraine portfolio of the Programme Migration & Diaspora in Ukraine within its three components (Regular Labour Migration and Mobility, Diaspora Cooperation, Migration Governance);
  • Acquisition of returning experts and short-term experts;
  • Contact the Ukrainian diaspora in Germany, partner organization in Ukraine (employers and host institutions) and major stakeholders in in- and outside the country of involvement (Ukraine).
  • Support the GIZ-Ukraine portfolio on the conducting the annual Corporate Sustainable Handprint evaluation;
  • Cooperation in line with portfolio manager GIZ Ukraine, regional manager of the programme on evaluating and strengthening the programme portfolio in Ukraine;
  • Provide consultation (on the programme conditions) and training (on knowledge exchange) for returning experts;
  • Provide consultation for short term experts;
  • Provide consultation for diaspora organizations and partner institution;
  • Conduct surveys on demand of the programme;
  • Ensure quality assurance of the programme portfolio in Ukraine;
  • Ensure the cooperation and development within the Alumni network of the programme;
  • Monitor and evaluate the reaching of the programme outcomes.

 

Required qualification:

  • MA or post-graduate degree in relevant subjects i.e. economic, political, social science and humanities, geography, or other related subjects
  • Highly appreciated: proven work experience within a German work environment, preferably within the German International Cooperation and/or studies in Germany
  • Successfully completed High School or University education in Germany is a strong advantage
  • At least 3 years professional experience in the policy advisory services or similar field
  • Proven experience in managing projects and outreach activities of an organization in a similar international context
  • Experience in liaising with stakeholders such as government officials, private actors, civil society and the press
  • Native written and spoken Ukrainian; excellent command of the German language; proof of knowledge of German (at least B2 level or similar) is required; good knowledge of English language; further language skills are an asset
  • Very good working knowledge of IT technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, MS Teams, S4B)

  • Strong organizational, planning and managerial competences
  • Good communication, writing, presentation and organizational skills
  • Ability to work flexibly and independently, often under tight deadlines
  • High degree of discretion, integrity and sense of tone
  • Willingness to travel frequently within Ukraine and on demand abroad

Employment conditions: 

Full-time position with 40-hours working week. The contract duration is until 30.06.2022. Prolongation possible.
