Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine (UA) is seeking a qualified professional as the
National Security Risk Management Advisor (N-SRMA)
Area of Responsibilities
The N-SRMA will be based in Kramatorsk and responsible for:
- Managing security issues in Government-controlled Areas (GCA) of Donetsk and Luhansk Oblasts;
- Coordinating the GCA Junior N-SRMAs in efficiently following Senior SRMA's guidance and SOPs;
- Substituting for Junior N-SRMAs at GCA duty stations when required by Senior SRMA;
- Undertaking duty trips to other duty stations, including Kyiv;
- Monitoring and briefing security context in the GCA and non-GCA of Donetsk and Luhansk Oblasts;
- Closely monitoring "early warning indicators" advising on "GIZ profile of staff presence in GCA";
- GCA security briefings for high-level visits and visitors that are not related to GCA-based projects;
- Writing risk assessments / advice on "early warning indicators" for GCA Business Continuity Plans;
- Continually updating the GCA "Electronic Risk Mapping" for the three risk zones;
- Ensuring all security risk management SOPs are followed, and taking timely corrective action;
- Coordinating all GCA travels, ensuring efficient process and handing over between Junior N-SRMAs;
- Ensuring GCA SRM onboarding is done and recorded by Junior S-SRMAs for all visitors / new staff;
- Organizing Security Roundtables in Kramatorsk; assist with those in other GCA duty stations;
- Ensuring Hibernation, Relocation and Evacuation (HRE) plans for GCA duty stations are up to date;
- Site Security Assessments (SSAs) and annual reviews of all GIZ premises and recommended hotels;
- Proactively assisting GCA projects and Junior N-SRMAs in implementing SSA recommendations;
- Maintaining excellent networks with police and SRM staff of IOs/NGOs and CMCoord staff;
- Planning and coordinating safety and security trainings; local logistic support for external trainers;
- Ensuring timely response to the GCA Emergency Telephone number 24/7 and at GCA duty stations;
- Ensuring the GCA Crisis Communication Cascade is continually updated;
- Sending timely MS Team and SMS "Security and Information Advisories" to GCA staff and visitors;
- Maintaining good working relationship with German Consular General and his staff in the GCA
Required qualifications, competences and experience
Qualifications
- University degree, preferably in a Social Science-related field
Professional experience
- At least 2 years of experience within Crisis Management, SRM or another related field is essential (i.e. officer rank in the police / military, DSNS or as a political or military analyst),
- SRM experience within an international organization / I-NGO is important,
- Hands-on experience in conducting site security and safety assessments is highly desirable,
- Intimate knowledge of current regional and national political and security context is essential,
- Demonstrable knowledge and existing security-related networks, including in the GCA,
- Information analysis as well as producing security assessments in very good written English,
- Coordinating safety trainings, such as Fire Safety and First Aid courses is desirable.
Other knowledge, additional competences
- Excellent working knowledge of MS Excel, Word and Powerpoint is essential,
- Experience working with electronic mapping is highly desirable,
- Very good spoken and written English language skills is essential and German desirable,
- Self-organizational skills,
- Excellent interpersonal and communication skills with a 'service mentality'.
Employment conditions
full-time position with 40-hours working week, 1-year contract with possibility of extension.
