Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in Ukraine is seeking for

U-LEAD | Ukraine - Local Empowerment, Accountability and Development Programme for a qualified staff member to fill the position of a

 

Junior Cooperation & Partnership Advisor (Kyiv 100%)

 

U-LEAD with Europe is a multi-donor programme of the European Union and its Member States Denmark, Estonia, Germany, Poland and Sweden. It supports the Ukrainian government in implementing the decentralisation and regional policy reforms and empowers municipalities to fulfill their new tasks and functions for the benefit of local citizens.

 

Responsibilities:

  • Supporting the establishment & development of cooperation between municipalities (between Ukrainian, as well as foreign ones);
  • Supporting cooperation with local businesses as well as with other local organisations contributing to socio-economic development of amalgamated hromadas (AHs), such as community organisations, professional associations, etc.
  • Contributing to designing capacity development measures for the Ukrainian local self-government (LSG) associations;
  • Regularly following-up of the policy, programme and public initiatives developments;
  • Ensuring compliance with GIZ standards and rules in all aspects of the Programme;
  • Providing technical advice to GIZ team members and partners;
  • Contribution to planning, monitoring & evaluation as well as reporting.

 

Qualification:

  • BA or MA degree in the field of international relations, public management, economics or other relevant fields
  • At least 2 years of professional work experience;
  • Work experience in the public administration and/or international organisations and/or NGOs;
  • Previous experience in supporting implementation/implementing capacity development measures

 

Other qualifications:

  • Knowledge of LSG and regional policy reforms, Ukrainian legislation;
  • Keen interest in LSG and/or local development;
  • Basic knowledge of the regional development policy of the European Union is an asset;
  • Excellent knowledge of MS Office;
  • Knowledge of digital communication instruments is an asset;
  • Professional proficiency in English and Ukrainian. German is a strong asset;
  • Outstanding organizational and time management skills, ability to manage multiple tasks simultaneously, solve problems, manage and meet deadlines and maintain a high quality of work;
  • Good attention to details;
  • Reliability, confidentiality, flexibility and stress resistance;
  • High degree of loyalty, self-organization and motivation;
  • Team player with intercultural communication skills and service-oriented attitude;
  • Work experience with GIZ and/or other international organisations is an asset;
  • Readiness for occasional business trips to different locations within Ukraine.

 

Assignment:

Full-time position with 40-hours working week. The contract duration is until the end of June 2020. Prolongation possible.
