Capacity Development Advisor in the Health Care Sector (full time 100%) to work in Kyiv

 

 

U-LEAD with Europe is a multi-donor action of the European Union which supports the efforts of the Ukrainian government in the area of decentralisation and regional development. It aims at promoting a viable local self-government in Ukraine and contributes to the establishment of Multi-Level Governance (MLG) which is transparent, accountable and responsible to the needs of the population. Main implementing partner of the Programme is the Ministry of Development of Communities and Territories of Ukraine (MinRegion) which holds responsible for the decentralisation reform process and has to coordinate this reform with other sectoral reforms (including health care).

 

MLG addresses the inter-dependence between levels of government. It is concerned with how multiple tiers of government in view of their responsibilities and resources are structured, organised and engage with other stakeholders, to identify, implement and improve public policy and to achieve better outcomes for Ukrainian citizens. MLG is an approach to (re)shape and improve vertical as well as horizontal interactions between public authorities.

 

The Advisor will join the MLG Unit of the Programme and will report to the Team Leader for Capacity Development. The unit works closely with the MinRegion and other Line Ministries on the implementation of the decentralisation reform and its harmonisation with other national reforms. Close coordination with the Programme staff in Kyiv as well as the regional teams is of utmost importance. In addition, a special degree of flexibility will be required by the candidate in the first months of the assignment, as the programme is currently in transition towards a second phase.

 

Areas of responsibility

 

 

§ providing quality capacity development support to Local Self-Government bodies in the area of decentralisation in health care including coordination and implementation of the Thematic Support Packages (TSP)

 

§ providing expertise and advice in the same area to support the achievement of programme goals

 

§ Managing a pool of experts in health care who will implement capacity development activities

 

§ establishing and maintaining a network of cooperation with stakeholders from the government, development partners and civil society and others who support health care and decentralisation reforms

 

 

Tasks

 

 

§ manage the development and implementation of capacity development activities (thematic support package) of the programme in the area of health care decentralisation

 

§ support the development of an implementation plan for capacity development activities in the area of health care decentralisation

 

§ provides continuous updates and development of TSP content based on changes in national legislation as well as demand at the local level

 

§ provide technical advice and support with regards to the implementation of programme activities relating to health care decentralisation at the regional level, including monthly planning of regional events

 

§ oversee the contracts and services of members of the health care expert pool, including planning and implementation of regular training and knowledge updates for experts, conducting continuous quality checks as well as new recruiting if necessary

 

§ analyse the progress of overall health care reform and its implementation

 

§ participate in meetings and working groups on health care decentralisation at national plans upon demand

 

§ manage and organises events dedicated to issues belonging to their area of responsibility

 

§ provide input to programme related monitoring and communication activities (reports, publications, DMI etc.)

 

§ cooperate with other programme units

 

§ take over other related tasks and functions by request of programme management

 

 

Requirements to the candidates

 

 

§ Master's degree (public management, medicine, pharmacy or public health, social sciences etc.) and at least 3 years working experience in a field relevant for the position

 

§ Proven expertise in project management and international cooperation

 

§ Thorough knowledge of the government's reform agenda, in particular in the field of healthcare and preferably in decentralisation, as well as familiarity with key actors responsible for the implementation of the reform

 

§ Experience in liaising with stakeholders such as government officials, private actors, civil society and the press

 

§ Prior experience in providing or developing trainings or other capacity development activities is an asset

 

§ Strong organisational, planning and managerial competences

 

§ Excellent communication, presentation and organizational skills

 

§ Native written and spoken Ukrainian; excellent command of the English language; knowledge of German is an asset

 

§ Very good working knowledge of IT technologies and computer applications (e.g. MS Office)

 

§ Willingness to travel frequently within Ukraine

 

§ Team player with excellent intercultural competences

 

§ Proactive, innovative and hands-on attitude

 

§ Ability to work flexibly and independently, also under stressful conditions

 

 

Employment conditions

 

 

Full-time position with 40-hours working week. Starting in January 2020. The initial contract duration is until the end of June 2020.
