Regional Hub Manager, Kharkiv

 

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between the different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine- Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark and Poland to support the Ukrainian government in the implementation of the decentralisation reform.

 

For managing, coordinating and support to the teams of U-LEAD with Europe Regional Offices in Kharkiv, Poltava, Cherkasy, Sumy, Donetsk and Lugansk oblasts, we are looking for a highly motivated Regional Hub Manager with an innovative mind-set, solid team management experience and strong leadership skills.

 

Areas of responsibility

 

  • Guiding and ensuring the sound strategic, operational and managerial processes of the Hub as well as of the Regional Offices (RO) under the Hub.
  • Ensuring the application of GIZ standards and rules in all processes within the Regional Hub as well as in the ROs under the Hub.
  • Ensuring a good communication and information flow with all stakeholders (ROs, institutions, political partners, implementation partners and within the GIZ team) and supporting them.
  • Coordinating the Monitoring & Evaluation within the scope of responsibility of the Hub and contribute to the overall M&E processes at programme and GIZ country level & supporting unit.

 

Tasks

 

  • Manages the local employees of the Regional Hub as well as the Heads of 6 Regional Offices (RO) under the Hub.
  • Supports Heads of Regional Offices under the Hub in the RO staff related leadership decisions, which include recruitment, dismissal, MAG, onboarding of new staff, development of individual team members, resolution of arising conflicts.
  • Supports Regional Offices in planning and reporting processes, ensures quality of monthly activity planning and its implementation.
  • Provides professional and managerial advice according to GIZ values, standards and rules to the ROs.
  • Supports Heads of Regional Offices in ensuring the application of GIZ standards and rules in all procedures (procurement, contracts, financial management, communications and visibility, integrity, monitoring, reporting, HR, filing of documents in DMS, DMI, PR & Communication, etc.)
  • Ensures result oriented monitoring, evaluation and reporting of the Regional Hubs and Regional Offices under it.
  • Communicates and cooperates effectively with the colleagues in the Regional Offices, Regional Hubs, the U-LEAD team and other GIZ projects in Ukraine.
  • Coordinates international and local short-term experts during visits/missions at the Regional Hub.
  • Provides short reports and pictures from the attended events/meetings on time upon request.
  • Supports communication and visibility activities of U-LEAD with Europe.
  • Represents the Programme to all relevant stakeholders according to the GIZ and U-LEAD Rules of communication.
  • Communicates and reports regularly to the Head of Unit.

 

 

Requirements to the candidates

 

 

Qualifications

 

  • Master's degree in the fields Business Administration or other relevant fields

 

Professional experience

 

  • At least 3 years of managing and coordinating teams.
  • At least 2 years of experiences of the projects implementation in the conflict affected areas at the East of Ukraine.
  • Experience in administration at municipal or regional level is an asset.

 

 

Other knowledge, additional competences

 

  • Strong leadership skills.
  • Excellent project management skills.
  • Strong communication, cooperation and negotiation skills.
  • Sound knowledge of decentralisation reform.
  • Dedicated to perform as a member of the U-LEAD team.
  • Willingness to enhance own skills as required by the dynamics of tasks to be performed.
  • Good knowledge of MS-Office.
  • Very good language skills in English, Russian and Ukrainian. German is an asset
  • Availability for frequent travel within the assigned area.

 

Employment conditions

 

Full-time position with 40-hours working week. Frequent travel within the relevant oblast is required. Starting in December 2019. The initial contract duration is until the end of June 2020.
